There are so many uncertainties
in life that te insure against the

It would be of no help to have
the government share the costeof
all this insurance, for governments
have no money of their own and
can't pay for anything without first
taking the money from the people.
All men are not equally exposed
to the same uncertainties in life.
For some the greatest source of
worry is the danger of unemploy-
ment, for others it is the uncertain-
ties of the market, for ethers again
it is the uncertainty of being able
to meet financial obligations which
they have incurred, for still others
• is the state of their health or of

nd for the farmers it is the
vagaries of the weather ehnd of the
markets.
Every man's financial problem
is different from his neighbor's:*
and every man knows his own
problem best.
Government policy should aim
at encouraging every man to study
his own problem and to make the

calamities that are most likely to
befall him. A nation is best in-
sured when every citizen is in-

facing most people today is their
inability to resist the pressure to
buy things they can't afford. Half
the people we meet have their
earnings pledged long before they
earn them.
When every man Is free to man-
age his own affairs he decides for
himself how much of his earnings
he can safely pledge in advance.
But when government injects itself
into his%usiness and ceentlejm,
to assume perpetual .financial obh
gations that are sure to increase
with the years regardless, of his
other needs, the situation becomes
really serious.
Today we are faced with a situ-
ation in which our elected repre-
sentatives, whose duty it is to pro-
tect the rights of us all, are forcing
us to take out insurance against
one particular hazard, without so
much as inquiring into the relative
imminence to each of us of that 0
hazard ^ as compared with the 5
dozens of other hazards which we vi
all have to face in different de- n
grecs.

Can it tell us where to. find all'
the hospital accoetoodation, the
doctOrs, and the nurses that will be
needed to treat all. the people evho
will be entitled to treatment under
its hospital plan? It can not.
Yet in Spite of its profound
ignorance of these essential mat-
ters it is going blindly ahead mort-
gaging the earnings aIts
citizens, for all the years of their
lives, to pay for insurance against
calm/40es that few of them will
experience, and: n,tterly re-
gardless of their ability to pay
the costs it is imposing on them.
The statement that the tax of
$2.10 a month for single perSon.
and $4.20 a month for heads of
families is much cheaper than the
Blue Cross would have to charge
for the same service is an impu-
dent attempt to mislead the people
into believing they are being of -

The qo4t of this hospital plan
18,to bp paid by the taXpayer,
through three different
one-third through the Doininfora
Goverment, one-third through the
Provincial Govenonent, and one-
third by a direct tax on each and
every taxPaY9r. PE
The $2.10 and the 420 per
month, which the GoVerniudnt com-
pares with the Blue ezesss charges,
is only one-third of what its own
plan as to cost. The other two- pl
thirds will have to be pale( by
the same taxpayers.
Thus the cost to the taxpayers
will' be $6.30 per month for singl
persons and $12.60 fer the head
of families. And ,this cost will
increase at the rate of from ten- to
eighteen percent per annum, for
at 'least ten years. Twelve dollars
and sixty cents will make, a big
hole in the family's monthly in-
come.
This hospital plan is the most
reckless plunge into state socialism
that any government in Canada
has taken; and it is being taken by
a ConservatiVe Government.
