A.: The magistrate may, under Section 24 of the High - way Traffic Act, which states, "A magistrate or justice of the peace by whom a person is con- victed of a contravention of this Act, if the person convict- ed is required to hold an opera- tor's licence or a chauffeur's licence and does not hold such a licence, may declare him disqualified to hold such a li- cence for such time as the mag- istrate or justice of the peace • thinks fit and shall so -report with the certificate of the con- . viction to the Minister.
