attention as Europe is able to give to any-
thing outside of Berlin is diverted from

doubt we would have whole columns of de-

raging there. This far the movement seems
to lank concentration, and the accounts of
it read, like tale e of the jacquerie, be-

country is gravely, canvassed here in Lon-
don to -day. Any such result would raise
the whole question of the Berlin treaty
settlement much more swiftly and seriously
than any mere Bulgarian trouble. Yet there
are reporte to -day of risings in Bulgaria as
well, and of suspicious m‘ovements of troops.
A telegram from a Deputy sent to Glas-
gow to attend.the preps view of the new
International Exhibition, which will be
opened to the public by the Prince and
Princess of Wales on May 8, says it com-
pares very favorably with the previous pro-
vincial enterprises of Manchester, Liverpool
and Edinburgh. The art department is ex-
ceptionally compreheneive. The most of
the Royal Academicians and the great Con-
tinental artists are represented. Sculpture
also is given a prominent place and for the
first time in a Vovincial exhibition
an effort is made to unite in one
seetion the best obtainable works of
British and Continental masters. The build-
ings are spacious, the grounds on both sides
of the River Kelvin are very beautiful and
attractive. There is considerable disap•
pointment that the United States has no
distinctive section and Fs represented •by
only a few isolated exhibits. The principal
objects of interest to Americans will be the
Clyde -built machinery and models of ves-
sels. Canada has a special court in which

wealthy Brazilian had poisoned 3,000 In-
dians in one of the western provinces of
Brazil and 800 in another because they oc-
cupied land which could be much better em-

the mansacele was accomplished by poisoning
all the wells with strychnine and chlorate of
mercury. The story rests on the authority
of an important Rio journal.
The British. Local Government Bill.
"--i-The Local Government Bill, at present
-before the British Parliament, as a very im-
portant measure and, if carried out in its
• entirety, will go a long way towarci matisfy-
• ing very many moderately inindecl persons
in their demands for Home Rule or Local
self -Government. it is applicable only to
England and Wales, but it is all but certain
that Scotland will be dealt with on all but
identical lines and it would not be at all
surprising if eventually some such plan
were also applied to Ireland. The funda-
mental idea of the scheme is that the
management of County affairs should be
transposed from the hands • of existing
County Boards to County Cr linens which
shall be popularly elected, female voters
now having the franchise in municipal and
• parochial elections to be entitled to vote
in the election of the new councils. These
county councils are to have under their
charge almost all the affairs and statutory
enactments now administered by the
present county boards, the principal excep-
tion being the government of the police
force, which ib is proposed to be plaoed
under a joint Committee elected by the
new County Council and Quarter Sessions
or the Justices of the Peace. Perhaps
no provision of the measure is more im•
portant than that which concerns the
licensing system, and certainly there is none
• which will cause more discussion and dis-
malefaction. The mere transference of the
licensing power from the Quarter Sessions
to the new County Council as of itself not an
—improvement. The latter are to have great-
er powers than the former ia refusing linen -
est but if the experience of Canada is worth
anything the amount of favouritism and
log -rolling in their councils, will be great
and unsatisfactory, while the power to give
• compensation to those whose renewal of li-
cense is refused will be sure to cause great
abuse. In fact, not only is the license holder
to be compensated but the owner of the
house also. This is likely to be the reek on!
which the bill will suffer shipwreek, as the '
whole temperance and local option sec- I
tions of the community will be up in arms
against it.

• The Haddo House Aesoeiation.
These are the days of organized effort.
Persons who have any object of importance
to secure get up a society with president,
committee and all the rest of it. They call
public meetings. They issue circulars
stating what they want and why
they want it. They enroll members
yearly and for life. They offerprizes for
essays on particular eubjects bearing on this,
that or the other point. If the object aimed
at is really important and living, and if the
promoters are alert and intelligent the thing
prospers and gathers strength. Otherwise
it sickens and disappears. In the meantime
all such organizations have more or lees of
an educating power, and many that are but
litble heard of have a mighty influence for
good. Just let any one think of what has
in this way been done by the Countess of
Aberdeen on her establishing and promoting
what she calls the " Haddo House Associa-
tion." It was begun about six years ago and,
already it has spread over the whole of the
North-East of Scotland and promises within
a comparatively shorb time to embrace the
whole. It seeks especially to reach servant
girls, both in town and country, and all
young women working for their own sup-
port It takes in married women as mem-
bers, or rather as associates. Employers
and ladies of higher rank are also invited
to join as members. No costly and cum-
brous machinery is required. Prizes
are offered to the girls in a cireuit
in qrder to encourage them to educate them-
selves in Scripture, .geograpty and general
subjects as well as ne needlework, knitting
and writing. When a member marries if
she has led a blameless life, a cot is present-
ed to her first child. Occasional tea meet-
ings are given to the znarried members, to
whiela babies can be brought. Married wo-
men, on becoming members, sign a card ex-
pressing their desire to begin and end each
day with prayer; to lead a life of temper-
ance, truthfulness and purity; to avoid
scandalous and improper conversation to
bring their children up to God's service and
to keepm
the hoe clean, comfortable, healthy
and bright for the husband and children.
Just think of it 1 Get a considerable number
of the women of Canada pledged to suck a
simple and practicable and pleasant sister-
hood pledged to enoourage each other in what-
soever things are pure and honest and hon-
ourable, in making and keeping clean, com-
fortable, bright and attractive homes, in re-
fraining their tongues from evil and
their lips that they speak no guile,
and what a social revolution there would
be. It would be the mightiest and
most successful opponent the tavern ever
knew. It would awaken yearnings after
better things in many hearts and bring peace
and oontent unto many a home. The little
societar that six years ago was formed at
Haddo House, has already 68 branches, with
1069 subscribing members and 2400 single
and 2300 married assooiates.
