At their regular
meeting on Deceinber
council agreed to hire the
firm of Dryden and Smith
from Kitchener to revise
the town's zoning bylaw
to metric. The, Huron
Count planning
department could have
clone the work at no cost,
but could not say when
the work could be done.
Dryden and Smith will
have a bylaw revised in
three weeks.

Council supported a
resolution from the city of
.4. arrie. The resolution
supports Premier Bill
Davis' opposition to
Quebec's White Paper on
proposed Sovereignity
Association and supports
a united Canada.

Council agreed to
donate $50 to.the Clinton
Business Association for
their yearly Santa
Centre.

A resolution from
North York, asking that
• an equal hydro rate be
established for all users,
was supported by council.
North York feels, and
council agreed, that there
should be onepricing
system for everyone,
rather than having
private users subsidize
bulk users. Presently
there are 100 giant in-
dustries in the province
that buy power directly
from, Ontario Hydro at a
rate eight per cent lower
than to utilities.

Council recommended
to the committee of ad-
justment the severance of
part la 24 at the north
end of the community
park and owned by
George Lavis. The
severance will allow
George Elliott to buy land
in order to build a
proposed veterinarian
clinic.
There was some
question as to whether
the severance would be
allowed since the portion
of land to be used by Mr.
Elliott had no access to a
public roadway and the
zoning bylaw states that
no building can be
v'erected if it doesn't have
access to a roadway.
• Council, however, is in
the process of re -opening.
William Street which
would give Mr. Elliott the
needed access. If the
property to re -open the
street can't be pur-
chased, the council has
instruted their lawyer to
expropriate the property.
"I think that's reason
enough for the severance
to •accept the - ap-
plication," Mayor Harold
Lobb said.

In other business,
council -- agreed to
recommmend to the
..committee of adjustment
the severance of part lot
21 and 22 at the corner of
Fredrick and Joseph
Street. The owner, John
Lavis, intends to sell the
one piece of property.

A bylaw has been
passed imposing higher
interest and penalties on
unpaid taxes. The town
now has the authority to
levy for unpaid taxes and
can impose a penalty for
taxes in fault. Beginning
January 1980 the interest
will be 11/4 per cent for
month and a penalty of
1% per cent will be added
to the interim taxes on
the first day of default
and the firstday of the
month thereafter while
the default ,continues.
Presently, the penalty is
set at 1 per cent.

Council agreed to give
fulltime' employees in
Clinton a Christmas
bonus of $35 each.

Mayor Harold Lobb
read a letter from Joseph
Whalen, who let his name
stand for one of the
vacated seats on council
filled by appointment in
October. Although Mr.
Whalen was defeated, he
noted in his letter that he
is still interested in being
a councillor and plans to
run in the next election
(November 1980) Mr.
Whalen wrote that he has
