At a Saturday morning, meeting with the Bayfield Ratepayers Association, Reeve Frank McFadden told a group of 50 people.that council's passed resolution to limit the ap- proval of plans for proposed sub- diVisons will have to be amended. There are already about 80 lots ap- proved and still waiting to be built on. Council learned from Huron's planning department the bylaw must be changed since council cannot refuse a subdivision application. Council only gives the re - commendation of approval on such applications and final endorsement must be given by several ministry departments. The village council was told, however, that they may still have some input into the controlling of subdivisons by refusing the recom- mendation of the application's ap- proval before it goes to the other ministries. "Things are on our side there, not the developer's," Reeve McFadden claimed. "All subdivisons are carefully considered by the village and a number of ministries." Little protest came from the ratepayers, who at their 1978 meeting voiced considerable concern over the increasing rate of subdivision development in Bayfield. At that time, there were three under con- struction, including the 57 home Ducharme development. Since that time, work on the Dur- charme project has slowed almost to a halt and one ratepayer voiced, "It looks like a dump now." Clerk Gord Graham explained that an offer to purchase had been made last fall gnd attempts were made to compl( the subdivison by November 1, but the transaction fell through and construction work slowed down. "That's why there was quite a bit of activity there," he noted. In other business, a new executive for the Ratepayers Association was elected. The 1979 officers include: president, George Fellows;, vice president, Jack Lane; past president, Dr. G.H. Shepeherd; secretary, Ann Tillman; treasurer, Ernie Hovey; directors, four permanent residents, Jessie Blair, Doris Reddock, Dawna Westlake and Jan Simons; two summer residents, Patricia Muratorii and Jean Cook. Greentree, owned by C.W. (Jiggs) Le Beau of Brucefield and Barry Miller of Kirkton was third for driver John Muir in the ninth. At Hanover on Saturday night, Robert Jerry drove Cinda Meadows to a new record of 2:05.4 for Ruth and Cinda Jerry of Goderich. The five-year-old mare by H.A. Meadowland had a previous best of 2:08.2 earlier this year at London. Tim Robinson of Goderich 'finished second with his Dillers Demon in the tenth. Gerry Roebuck finished second also with Larry Yuke's Active Angel as did Jack Meriam driving Reggie Ford for Charles Brin- dley of Goderich in the• sixth. Verdun Vanstone was fourth with his Winnie Ensign in the eighth. Goderich Raceway had their ninth and final night of racing for this season on Thursday, August 30. Clarence Young of Lucan with a .536 average was the winner of a Bulova watch presented to the top driver with the best average, while Gerry Roebuck of Goderich received a similar award for top driver with the most wins after he was, first 11 times. One of our Clinton drivers, Frank MacDonald, had an average of 6.51, but was ineligible for the award because he was two drives short of the required nine starts. Ross Bat'tin was a triple winner for. the night with Donnadale Parker, Shiaway Red and Quick Killean. Ray McLean drove Gaelic Boy to a new lifetime record of 2:10.2 in the first. The four- year-old pacing gelding by Claybrook Felix- Claybrook Norma is owned by Allan MacDonald' of Goderich. Gerry Roebuck finished second with Countess Jay for Grant and Carl FIsher of Goderich, while Randy Henry was fourth with Fly Fly Dana for Dave Morrissey of Ailsa Craig and Peter Oud of Toronto. Randy drove Highland Wish to a second spot for partners Wayne Horner of CLinton and Clark Horner of Point Edward •a t in the second, with Skippy Del and Robert Faulds taking third.or owner - trainer Warren -Srera of Seaforth. Bill Rapson .vas fourth with trotter Alpha Herb that he trains for Ron Taylor of Wroxeter. Randy Henry gave Wayne Horner's Dilly Dares his second win in a row in the fourth. His winning time of 2:08.4 was the fastest of the night so Randy received a Sheaffer pen and pencil set at the end of the tenth race. Imp Mathers finished second with John Mathers up for the Broken M Stables of Goderich, while Verdun Vanstone was third, with Mike Meadow for Jean - and , Ben Feagan of Goderich. Ron Williamson was fourth driving Belyle Alice for Wm. Laverty of Seaforth and John Cox of. Wingham. Gerry Roebuck drove Dawn Eagle to her first lifetime win in 2:13.3 for partners Dave Morrissey and Peter Oud in the fifth. Ross Battin finished second driving Miss Dawnglo for Les Cam- pbell of Seaforth with Dinos Lady third with Randy Henry up fer Ron Kerr and Harold Lamb of Goderich. Claybrook Misty, owned by Alvin Dutot of Clinton was fourth for driver Verdun • Vanstone. G.D. Direct, a 14 -year- old pacer by Dares Direct, won his fourth of the year from eight starts with John Muir up for his father Dave of Seaforth, Second was Randy Henry with Bruce Volland's Crimson Josie, while Gerry Roebuck finished third with Mikes Jimmy she' was a secretary to syveral Huron County school inspeotors for more than 20 years. In 1946 Mrs. Bell started working as -a secretary to school in- spector, D.r. R.O. Staples . for 50 ..cents an hour. His office was above the •Royal Bank in Goderich but, he" was 'seldom in so Mrs.. Bell did not have ° regular office hours. "I just did the work as it needed to be done,"- she recalls. She worked for the next nine years on a casual basis in the office above the Royal Bank. Then, in 1955 when the office was moved to a suite of three rooms in the newly constructed Huron County Court House, Mrs. Bell began working full- time for school in- spectors, Glen Gardiner and Jim Kinkead. They covered north and south Huron County. The move to the Court House was not Mrs. Bell's last. In 1969 the Huron CountyBoard of Education office was set up in a former nurses' residence in Clinton and Mrs. Bell went to work there. She moved once more after that to the present site of the Huron County Board of Education office in Lynn, followed by Joe McDaid driving Duke Killean. Ray McLean drove J.C. Lornie Lee to a second place finish for Doug Kerr of Dungannon in the eighth, while Miss Krista Hal was third with Jack Meriam up for Charles Brindley of Goderich. nancy Meadow, co -owned by George Feagan and driver Gerry Roebuck, was second ,in the ninth, while Randy Henry finished third with Swift Honey for Ron McBride of Goderich in her first start this year, followed by Benmiller Buddi for Lois Vanstone with Verdun on the bike. Sunday Chimes took a new record of 2:08.3 at - Barrie Raceway . on September 1 for owner - trainer -driver Mac Sewer's, formerly-" of Londesboro, but now living near Barrie. The six-year-old trotting mare by Admiral Riddell - Ida Gardner had five wins and one second last year from nine starts before Mac was involved in an accident with a corn picker. It is nice to hear that he is back in the winners circle. Two locally owned horses are racing in Sudbury. Bill Flemings Champion Hit was fourth on August 29 and second on September 1, while Janet Jewitt's Belle Dariel was fifth. Bill Rapson finished third with trotter Flame Messenger for Forl`yn Acres on August 31. There will be four more Sundays of racing at Clinton Kinsmen Raceway. Post time is 1:30 p.m. on Sunday, September 9 with three qualifying races . held at 12:30p.m. Clinton . Besides*'orking out of four different offices throughout her years,.as an education secretary, Mrs. Bell has wozked with numerous superintendents of education --Frank Madill. Harold Knisiey, Coulter, Don. Kenwell; Ralph Smith and Bob Allen. She has also worked with many men and women whose progress she has followed from high school through teachers' college. At the beginning of June, the Huron County Board of Education held a retirement party at the White Carnation in Holmesville for all of its retiring staff. Mrs. Bell received a special scroll at that time for her years of work. On the last day of school in June, the board office staff' in Clinton held a retirement party especially for Mrs. Bell and presented her with a toaster oven. . Wait to help The Goderich Signal Star reported that the Goderich town council will -wait for a report from the finance com- mittee before pledging any ,money to Woodstock relief fund. It was s4rggested at the last regular meeting that $3,000 not used for the cancelled Founder's Day celebrations be sent to the tornado victims. Some councillors felt however that a standard policy should be formed for all relief funds.
