"S,ome people are perturbed that there are no licences," Clinton police chief Lloyd Westlake said. He added, "I think it was a mistake not having the licences." When bikes are stolen the only information that the police have to go on are past registrations. The old licences, which cost $I, included the owner's name, the bike's serial number and the licence number. The owner had the copy of the licence and a copy was sent to the Bicycle Guild in Montreal. Chief Westlake said that the licences made identification of stolen or lost bicycles so much easier. Now when a bike is.reported stolen, and the police recover some, the owner must come in and correctly identify his. Chief Westlake suggested that a good way to have some sort of positive identification is for the owner to write down the bike's serial number as a safety measure.
