FRED, WHITE,
good feature of the bill is the clause re- $352,378, divided as follows :—Part salaries
quiring three days' notice in writing for paid, $4,729; expenses of revision, $124,-
873; printing of first list, $109,481 ; print-
ing of second list, $53.408, and printing of
complainant's mtention to a institute a thirdlist, $17,033. This will cause a good
suit. If during that, time the deft. deal of talking. There is one item, how-,
ever, which the Opposition will scarcely
should. retract the alleged libel and pub- give prominence to. It is that which shows
lish a f ull apology thereof no damages the expenditure on immigration to have
been $180,975 less than the appropriation
can be recovered. This is allowing the
journalist too mucli scope, and would,
by ParliamentINTERIOR DEPARTMENT.
-we believe, give him a chance of venting
his spleen on whoever gave him the slight-
est provocation, for in the next issue he
could retract the assault by publishing an
apology and thereby save himself from
just punishment. The journalists gener-
ally do not ask this. What they want is
justice and nothing more. Where an
error ca,n be showtt to be the result of a
premeditated attempt to ruin th.e charac-
ter or blast the prospects of some repa-
rable citizen, the journalist, responsible for
it has himself cceninitted a heinous crime
worthy of the heaviest penalty, and when
an error is the result of gross carelessness
on the part of the publisher, ample resti-
tution is clue to the offended for any in-
jury he may have suffered, but where the
press is exposing blinds, uncovering po-
litical corruption, and branding violators
of the law, no undue advantage should be
taken of an error, and in this respect, the
law requires amendment,.
Hon. Thomas White this afternoon pre-
sented the report of the Department of the
Interim, which relates largely to affairs in
the North-west. Among the items of in-
terest are these 1—The homesteads taken
out during the year amounted to 294,960
acres, the pre-emptions to 146,180, and the
sales to 133,701. The receipts from these
transactions amounted: to $331,279. The
patents issued during the year reached 4,-
559, which represented an increase ot more
than 600 over any previous year. The in.
formation relating to stock raising and
ranching in the Territories is most en-
couraging. From date in the possession of
the Depa, rtment it was estimated that at the(
close of the year there weee 100,000 head of
horned cattle on the ranches, as against 40,-
000 at the close of 1885. The sheep num-
bered 25,000, an increase of 15,000 over the
preceeding year. A lengthy reference is
made to the breedieg of horses in thoNorth-
west and the number of Such animals on the
ranches is pot down at 114000. The report
points oat that the area within which the
stock-raisiug industry may be stiecessfully
