Clinton News-Record, 1977-06-23, Page 12PAGE 12—CLINTON NEWS -RECORD, THURSDAY, JUNE 23, 1977 Hensall council d an anti- burning by-law The Village of Hensall should pass an anti -burning 111Y -law, councillor Bevan Bonthron said at council's regular meeting last week. He said the by-law should prohibit the burning of refuse in commercial areas. Mr. Bonthron's statement came after it was revealed that the last three fires in the village were caused by un- controlled burning of refuse, and cost the municipality about $150 each to fight. Reeve Harold Knight agreed that there was a problem with certain people who burned refuse carelessly, but said any by-law would have to apply to the com- mercial and residential sections equally. Councillor Paul Neiland said an anti ,burning by --law would increase the cost of garbage collection since what wasn't burned would have to be picked up. Reeve Knight felt a total ban on burning would be too restrictive. "I'd hate to think that we got to the stage in Hcisa11 that you couldn't burn leaves or paper in your own back yard." Mr. Bonthron said if a total ban was impractical council should consider establishing incinerator standards. Re eve Knight , suggested 'council should talk to the fire committee for an opinion on setting incinerator standards. He said the fire department would almost certainly be in favour of a total ban on burning in the village. Council decided to look into the possibility of setting a minimum incinerator standard and asking firemen to police it on a voluntary basis. In other business at the meeting, clerk Bob Heil told council the Ministry of Transportation and Com- munication has approved a subsidy of $110,000 for the storm sewer building program in the village. The total subsidy for 1977 will amount to $128,600 he reported. The village will have to raise a further $100,000 through debentures to complete the sewer work. Mr. Heil also reported that B.M. Ross and Associates have notified -council that the replacement cost of the old arena for Wintario grant purposes has been set at $500,000. Council approved tax write- offs apply to businesses which' have closed, changed hands, or altered their premises. Clerk Heil reported that Kevin Sheils has been retained as dog catcher in the village. Three dogs have been picked up and disposed of and a fourth returned to its owner Mr. Heil said. Mr. Sheils will receive 315 for each dog collected and delivered to the pound, $7.50 for a dog collected and returned to its owner, and $2 for each dog tag sold. Mr. Heil also reported that the rates for euthanasia of captured dogs have been increased. It will now cost the municipality a minimum of $23 for each dog destroyed. The cost includes a $14 euthanasia fee, and $3„ per. day for the required three day holding period. Council was informed by letter from.Raymond and McLean Ltd., that it may not pass by-laws over-riding the plumbing code of the province. Council voted to give a grant of $150 for 1977 to the Hensall South Huron .Agricultural Society. A grant of $100 was also approved for the Huron Country Playhouse in Grand Bend. "It's something new to this area and it should be supported" Councillor Neiland said. A severence for an 8.74 foot wide piece of land along one side of Lot 72 in the village was approved for Mrs. Eileen Rannie. Council voted to wave the customary 5. per cent levy for park land because of the small size of the severence. Building permits were approved for Ron Wareing. Cecil Pepper, Leonard Hoffman, Bevan Bonthron, Hensall Co-op, Cook's of Gerbro and Eileen Rannie. Council will meet again July 11. Other solo winners were, Flo MacCuspey of Goderich, Mrs. Colin McNeil of Goderich, Jackie Gordner of Kitchener and Bill Austin of Seaforth. Mary Jane Armstrong of St. Marys and Ann Quinn of Clinton split the winnings of one game, while Gloria Allaway of Vanastra, Darlene Porter of Goderich, Donelda Hadden of Goderich, Bill Brown of Port Albert and Pat Shaw of Blyth shared in another.
