machine in the office". Councillor Tench
said.
"Are the police going to take the
responsibility to enforce our bylaws or
not?" Mrs. Tench continued.
Councillor Bert Lobb felt . that the
question of barking dogs. which are only
allowed to bark 15 minutes after a bylaw
was passed in September. is getting
back to the responsibility of the citizens.
"Why can't a person go over and have
a chat with his neighbour and ask him to
keep his dog quiet?" he said.
The recorded vote to proceed to ad-
vertise for a bylaw enforcement officer
went as follows: in favour - Mayor Don
Symons, Reeve Harold Lobb, Councillor
Helen Tench and Councillor Jim Hunter;
against Deputy Reeve Frank Cook,
Councillor Ernie Brown, Councillor Burt
Lobb, Councillor Ruth Roy and Coun-
cillor Roy Wheeler.
for number the complaints, Mayor
Don says, and. named at least a
dozen, hoping not to miss. any.
They include the building of the
Community Centre in 1967: the
successful revitalizing of the
Industrial committee in 1970 that
attracted W ildex; the town's
Centennial celebrations in 1975; the
participation` of the townships in
the . fire area boar- d ; and the
opening this year of new modern
facilities for the town police force.
"One of my biggest hang-ups
though was that the town should,
aspire to a new town hall. 1 couldn't
see spending $400,000 on the old
town hall and still have nothing,"
he said.
The town hall issue caused a
great deal of controversy, forcing a
4plebiscite in the 1974 elections, and
almost losing the mayority for
Don, who won by only 44 votes.
Another bright spot in his career
was being elected head of the
Towns and Village section of the
Ontario Municipal Association in
1972, and being voted an honorary
member of the Clinton Kinsmen
Club this year for outstanding
service to the community.
