Agriculture Minister.
ugene• -Whelan announced
t the federal government
as, moved to place beef and
eal imports- into Canada
under individual permit
cmtrol, effective last Sunday
ninIght, October 17, 1076.
This actiOn was taken in the
Ot of disruptions in the
anadian Market which
might follow from a U.S.
decision to limitbeef and veal
imports into that Country.
Mr. Whelan said the effects
on the Canadian beef market
of the U.S.. global import
quota announced Oct. 9 by
President Gerald Ford are
still unclear.
"However, there is no
question that prices paid to
Canadian cattle producers
are influenced by the North
American livestock
economy," Mr. Whelan said.
"Therefore, the federal
government is acting to
protect our beef markets
from any disruption due to
the U.S. action.
"We are already consulting
with the United States to find
out exactly how their quota
will affect Canadian beef
exports into the U.S.
"Also, we are consulting
with two of our important
trading partners — Australia
.and New Zealand — con-
cerning implications of the
U.S. decision and our own
action to protect beef
markets in Canada.
"My colleague, the
Minister of Industry, Trade,
and Commerce, Jean
Chretien, has instructed that
the general import permit for
beef and veal into Canada be
changed at midnight next
Sunday," Mr. Whelan said.
"After midnight -Oil October
17, imports Or -beef and veal
into Canada will be allowed
under individual permits
only."

Minister Dennis Timbrell
have announced.
Energy Conservation Week
will start Sunday, October 31,

C.C. PROCTOR,
CLERK -TREASURER,
Already several late
corporations and other
public-spirited organ4ations
have expressed willingness to
participate in a co-ordinated
and continuing energy con-
servation campaign.
"We are moving the
campaign beyond the
educational information
phase into an active .. par-
ticipation stage," Mr.
Timbrell said. "The need to
reduce energy consumption is
becoming more critical now
that Ontario's energy bill is
estimated at $7.5 billion a
year. We want to cut a billion
dollars off that bill by 1980.
Energy Conservation Week is
a way of stimulating the
voluntary support necessary
to avoid restrictive
legislation in the future."
The Minister said that he
anticipates the support and
involvement of community
groups. corporations,
business and trade
associations and local
governments.
"1 am asking the people of
Ontario to cpme up with
projects in their communities
that will contribute to energy
conservation in all its forms,"
he said.
Through the Ontario
Energy Management
Program the government is
already working on 95 ex-
perimental conservation
projects covering all types of
energy use.

Winter or Summer,
proper home insulation
saves money and energy.
No matter what type of energy is used to
heat or cool a home, proper insulation will greatly
reduce the amount required.
Well insulated walls. ceilings, and floors
over unheated areas, together with properly fitting storm
windows and doors, will produce significant savings
in the cost of maintaining the comfort level
you want inside the home.
If you're planning to buy or build a new home—
or improve an existing one—make proper insulation
a prme-concern. The insulating requirements
sel by the -Ontario Electrical League provide
an excellent guide.

My wife and I had an Other-
wise very pleasant vacation
marred while we were t
spending a few days in
Moosonee because our
valuable camera and all the
equipment was stolen from
our room in the hotel where we
were staying.
Now I don't profess to be a
lawyer or anything like that
but I am reasonably sure that
this theft was as a direct result
of carelessness on the part ofa
maid leaving our hotel door
unlocked.
What remedy do I have to take
action against the hotel?
AccOrding to section 4 of the
Innkeepers Act of Ontario it
clearly states that the
proprietor of a hotel is liable
for any toss or injury to goods.
where the goods have been
stolen. lost or damaged
through the wilful act. default

I am completely. bewildered,
and 1 am not alone, I'm sure,
regarding the law and obscene
literature for sate at stores all
over the place. Or has only t
glance at an average store
selling magazines to see that a
great many are very obscene,
but apparently the law allows
them to keep on being sold.
Just exactly, what does the
law consider to be obscene
Anything that tends to offend
public morals by the ex-
ploitation of sex as its
dominant characteristic is
considered obscene.
If the worksartistic or
literary merit, is great. this
may offset its obscenity. as it
would not be exploitive.
If you see anything that you
think is truly obscene. tell the
police where it is, and let them
investigate.

have never had any serious
problems but I have received
notice that a certain
businessman has gone
bankrupt and his bill with mie.
is a large one.
Can I still collect?
If the use of a car was ab-

business then any action
against him personally will be
fruitless as the bankruptcy
discharge will be all en-
compassing. However. if the
use of the car was merely far
his own personal convenience
then it would fall under S.I48

as a "Necessity of life" and
thus survive the bankruptcy
