Mr. Huckins explained that the
reason he had asked was to find out
whether or not Mr. Turner, (lessee
of the Park H:use), is privileged to
arrange for picnies.
The Mayor replied that he was not.
"Well +t4pparently he thinks he is.
We are going to have to call out the

• Under the heading of new busi-
ness, Mr. Humber stated that there
art at least three hours every day
without any sign of police protection.
He asked the councillors if they hal
ever thought of it. Mr. Humber de-
clared that there had been three loit-
erers all last week and that they did
not l000k like very desirable chara--
ters. "1 don't believe for one moment
that one in ten of the ratepayers
know about these three hours each
day that are without police protec-
tions He said that he had been going
to speak on this* subject for some
time but that he hated to do it.
"I hink that is one thing that
should be left with your Committe,:",
said His Worrhp.
Mr. Humber felt that the matter
ought to be checked up even if a
third cOnstable was necessary, It was
left with the Special Committee.
The deputy -reeve said that on sev-
eral occasions the council had voted
to send the Mayor to the Mayors'
Convention. He went un to say that
he had read where there had been
quite an agitation in some centres
regarding the benefits derived from
it. Mr. Turner asked the Mayor if
there are any real benefits to muni-
cipalities.
Mayor MacEwan claimed that
there .were numbers of benefits. At
any convention. he pointed out, there
are always some problems that don't
interest certain delegate's, but on the
other hand there are also many bene-
fits.
He said that last year some of the
Mayors made an ektensive study of
the collection of taxes. Some advo-
cated an index card system which
had been remarkably successful amid
of which he himself was highly in
favor.
The discussion of interest rates
stud relief are also big items he said.
Towns, and especially cities, felt that
they had to have some other source
to help deal with relief. His wor-
ship was of the opinion that the As-
sociation is an organization that is
getting things into a little better
shape while 'the country' is in a cbr
tic condition.
