FORTHE YEAR 1000.
A By -Law for borrowing the sum\ of
$10,000 and to issue debentufes
therefor and to authorize the levy-
ing of a sPecial rate for the pay-
ment 6f the debentures and inter-
est, for the purpose of loaning the
said sum to The Exeter Canning
and Preserving Convexly, Limited,
to aid such Company in establish-
ing and operating a °aiming. Fac-
-tory in said Village of Exeter.
WHEREAS the ratepayers of the Municipality of
, the Village of Exeter, at a public meeting, resolved
that the above By -Law should be submitted to a vote
• and if carried that the said sum of $10,000 be raised
,on the debentures of the said Village as hereinafter
provided and loaned to the .said. Conapanyi on the
terms and conditions set forth and contained in a
t preliminary agreement entered into by awl between
the Municipal Council of.the said Village and the
provisional directors of thsaki Company. •
. AND WHEREAS it is desirable to issue the saki
debentures atone time and to make the principal of
the said debt repayable by yearly sums during the
° :period of fifteen years, being the currency of the said
• ',debentures, said yearly sums being of such respective
:amounts that the aggregate amounts payable in each
year shall be as nearly as possible in principal and in-
terest equal to the amount so payable in each of the
, other fourteen years of the said, period as detailed •
clause 4 of this By -Law.
AND WHEREAS the total amount required
,the Municipal Act to be raised annually by speci
rate for paying the said debt and intereet as herein -
latter provided is $931,10.

bentures, issued under theauthority of this By -Law
and that the amount to be raised in such year shall

that any Surplus remaining at the end of the eel(' de-
benture term, after the payment of the said deben-
ture% shall be curled to the credit of the said Muni-
cipality and anPlied towards the payment ef any
other liability of the said Municipality, which the

9. That this By -Lew shall take effect and come
into operation if carried by the vote a of the electors,
on the day of the Anal passing thereof.
10. That the votes of elle duly qualified electors
shall be taken on Saturday, the 4th day, of August,
1900, between the hours of nine a m., and five pan.,
at the several places hereinafter mentioned, by the

Poll Clerk; in polling subdivision No. 3, it Joseph
Cobbletlieltesoffice, Corner of Main and 'Wellington

and L. D. 'Vincent, Poll Clerk; in Polling sub -division
No. 4, at the Town Hall, by II. E. Huston, Deputy
Returning Officer; and John J. White, Poll Clerk,
and that Joseph Senior, Clerk of the saki Municipal-
ity, shall be the Returning Officer, to whom the re-
turns ef voting shall be, made by the said Deputy Re-
turning, Officers. ,
11. That the Reeve of the said Municipal Corpora-
tion shall attend at the Council Room, in the Town
Hall, on Monday, the 30th day of July, 1900, at 2
o'clock in the afternoon, for thepurpose of appoint-
ing persons to ,attend at the variouspollingsub-divis-
ions and plaeesaforesaid, and the swanning up of
votes respectively, on behalf of 1)441801151)44180115 interested in
promoting or -opposing the priesege of this By -Law,

12. That the Clerk of the said Municipality shall
attend at the CoUticil Chamber, in the Town Ilall„
on Monday, the 6th day of August, 1006, at thehour
of twelve, noon, and shall then and there sum up
the votes given for and against the said By -Law and

one month from the first publication thereof, in the
Exeter Times and Exeter Advocate Newspapers, the
said By -Law to be publishol in the said newspapers

the yotes of the electors of the said Municipality will
be taken on the said By -Law on the then and at the

plication for that purpose to the High Court of Jus-
tide,within three months next after the thirdpub-
lication of this notice in the said newspapers, or he

It is agreed between the parties,:
1. That a Canning and Preserving Factory shall
be bu It in the Village of Exeter, County of Huron.
2, That Joan shall not be advanced lo Company
until Company has been incorporated, has acquired
land, built and equipped their factory, and has
said factory in operation, as a going concern and
has spent not less then $12,000 thereon, and free
from incumbrance.
, The Corporation agrees to do the following:
1. To submit By -Law te ratepayers, authorizing
raising and loaning Company the suin of $10,000 and
fixing assessnaent of Company at $5000 for ten years.
2: If By -Law carries, to loan Company the sum
of 410,000 for fifteen years without interest, and to
fix assessment of Company at $5000 for ten years.
The'Compaey agrees to do the following::
1. To repay the said loan in 16 years from the
date of the advance thereof,' without interest, in
10 equal annual instalments of $1000, the first of
such installments to be paid at the end of the 0th
year of the said 16 -year term, and subsequent pay-
ments yearly thereafter until the whole $10,000 is
fully paid.
2. To secure the repayment of the said loan by
first inortgage upon the land, plant and equipment
of the said Company.
3. To insure theplant, equipment and assign in-
surance to corporation to further secure loan.
4. To satisfy the Corporation that the whole Cap-
ital stock of the Company, viz: $25,000 has been ((410 -
scribed and three-quarters of the same paid up.
5. Not to sell, alienate or eneunatiervithout con-
sent, in writing, of the Corporation.
O. To do anarinual hueinese of at least $26,000,
uniessprevented front doing so by failure of fruit
and vegetable crop, but of this latter the Corpora-
tion is to be sole Judge,

WoeT PRIZE.—The Ottawa Citizen of
July 14 contains a well-written essay
on the subject, "The Women of Can.,
ada " by Miss Ethel Farriew, a .litte
teacher our public school,: -and it
daughter of Robert Farrow, chief ac-
countant in the 011St01108 Department
at Ottawa. The essay won the prize
offered by Mrs. George Hay in connec-
tion with the Presbyterian . Young
Ladies' College. The prize was a bea-
tiful -gold locket suitably engraved.
Mr. Sykes of the Collegiate Institute,
was the judge, "and," says the Citizen
"he had a difficult task to perform, as
some six or seven essays were very
cleverly written, and it was only after
careful consideration that he awarded
the honors to Miss Farrow. If the
others weee as good as Miss Farrow's
they must certainly have been meri-
torious, as her paper shows an extene-
we range of -reading and a thorough
acquaintance with what the women of
Canada are doing in the various ave-
nues of activity."
DEATH OF Mits. BlitivoRb.—The sad
and unexpected death took place at
her home here on Friday morning
last of Arabella Grace VVestcott, be-
loved wife of Geo. H. Bedferdof this
village and eldest daughter of Mr. and
Mrs. John . T. Westcott of Exeter.
Deceased was a cernparaeively young
wOrnan, having only reached the age
of 30 Years, 5 months and 20 dare
and was highly respected by all who
had the pleasure of her acquaintance.
She had been 111 only -a few days and
death was clue to paralysis of the bow-
els. An operation ° WaS performed
Thursday morning but it was of ,no
avail. Besides the husband it little
(datighter, Gretta, survives, both of
whom have the sympathy of their
niitfl7 friends in their bereavement.
Deceased also leaves a father. mother,
several brothers and it sister, The,
funeral took place on Sunday after-
noon to the Exeter cemetery where
the remains were interred under the
auspices of the 0egelitoii Lodge of Mae-
cabees of which deceased was a mem-
her. ' The Rev. Andrews officiated.
The funeral was very largely at-
tended, showing the good feeling to-
ward theededeased and the sympathy
felt for the bereaved ones.

hes been living in Winnipeg for some
years past is one of the fortuntite ones.
About six years ago he purchased-sevo

out of Winnipeg, paying for it less
than $3,000. A fewe days ago he send
it for $10,000. During the time Mr.
Pybus has held the laud he has made
good money out of it as a market gar-
den. He has a good position in con-
nection with' the C.P.R. in Winnipeg.

LEG-BBOIKEN.—Mr. Pa tters(m, bridge
builder of St. Marys, got one leg brolti"
en in two places between the knee and
hip on Monday afternoon while work-
ing at tbe bridge here. A timber,
which they were puttingjn place, slip-
ped arid fell on his leg. The Kirkton
doctor was absent and he wee driveu'
ten miles to St. Marys before the in-
jury could be attended to.
