applying
surcharge
to fines
Even speeding
tickets will be sub-
ject to a surcharge
for victims
TORONTO - The cost of break-
ing the law is going up. A new
"victim surcharge" on most pro-
vincial offenses fines will be lev-
ied as of January I in Ontario.
The Ministry of the Attorney
General announced the surcharge
Friday, saying the monies col-
lected would be going to support
victim's services.
The surcharge will apply leo all
offences prosecuted under the Pro-
vincial Offenses Act, except park-
ing. That means that even a speed-
ing ticket or other traffic offense
will be subject to'a surcharge.
For fines less than150 the sur-
charge will be $5. for fines of
$1,000 or more, the surcharge will
be 20 percent.
Anyone convicted of impaired
driving will be paying even more.
The standard fine for that offense
has been increased from $750 to
($1,200 - making the higher sur-
charge applicable.

safety tips
By Alan Swinton
On top of family grudges and
conversations on politics, food poi-
soning can really ruin a holiday.
• Food poisoning results from
the creation of bacteria on food
when it reaches a certain tempera-
ture. The bacteria can cause nau-
sea, vomiting, diarrhea, fever or
cramps and occurs mainly because
of improper stor/ge.
• So, the health care profession-
als advise people to be careful
when shopping. Make sure cans
aren't dented or bulging, and never
buy foods without a freshness
(Irate.
• Frozensfi55r ds should be rock
hard and brought hoice.fast. Don't
let them that unless they're to be
used within a few days time.
• In preparation, always Wtash
your hands, dish towels and any
utensils used. Thaw all frozen
meat, fish or poultry Qn a plate in a
microwave or in the fridge - not on
the counter top.
• Finally, cook your foods thor-
ough)xespecially turkey, and try
to avohhi leaving cold spots in mi-
crowaved foods because bacteria
may survive in these areas.

Cemetery worth preservation
Preservation of this

Dear Editor;
Re - Should This Cemetery Be
Saved - Yes - most definitely - our
early area history_ is fast disap-
pearing!
About 12 years ago members of
the Ontario GenbalogicaLS ciety
and its branches (one to a county)
started a project to transcribe all
information from existing ceme-
tery stones, especially the pioneer
ones, before they are completely
destroyed either by the weather or
man.

plained the reason for its being
there, the family names, some
still having descendants in the
area, the carvings and their mean-
ings, on the stones, he has been
able to help me with our project
of transcribing.
Perhaps this is a project that
Could he undertaken by Stephen
Central School. With guidance
from a teacher or an interested
adult, and the extensive knowl-,
edge of Mr. and Mrs. Lamport,
some plans for its renewal could
start this spring.
Preservaflon of this spot need
not be expensive nor elaborate.
Simply repair the stones where

essary perhaps a farmer would

donate one, the size in keeping with
hose already there, with a small
plaque placed on it. Perhaps the
ground could be probed for fallen
stones, gently uncovered, the infor-
mation copied, in full, -and recov-
ered. The perimeter can be marked
with trees - fences fall down the
holes could be levelled with some
donated soil, then plant "Patches"
of old time flowers, such as myrtle,
lily of the valley, daffodil bulbs,
narcissus, peony roots - no small
bushes - they require upkeep, any-
thing that renews itself each year.
We all have extra of the above that
we could donate to the project,
making it a memory garden in a
very short time -.no grass to cut.
Our early settlers would some-
times have brought a root of a fa-
vourite Flower with them to remind
them of the place they had left be-
hind. Flowers are like pictures in a
book, we all stop to look at them,
as we do the lovely gardens on Hu-
ron Strel;t West.
Perhaps a group could undertake
a research of the areas older set-
tlers, from information in the "shoe -
boxes", that are often found in
older homes, containing old death
cards, clippings etc., search old
land records for names at the
Registry office. The people at the
Regional Room at the Weldon Li-
brary, U.W.O., London are very
helpful. The Ontario Archives at
Toronto have early wills and a
host of other research tools, we
need only ask them for help. The
Huron County Branch O.G.S.
would help any way possible, but
our numbers in Huron County are
small, we need the young folks to
help, both with the planning and
the work. I'm sure council would
welcome help and assist if possi-
ble.
In a very short time it could he
a beauty spot that requires no up-
keep, just renews itself, and
would be a tribute to those very
early settlers who worked so hard
to make this a great Township ,
County and Country.

This constructionsiteisa of agrassed groundarea level reservoir in
the McNaughtonpool Park at
southeast of swimming The site is
preferred for the following reasons:
• Because of the elevation, the new facility will be virtually below the existing ground level.
• It is close enough to the existing reservoir to utilize the existing pumps.
• It will be possible to continue to use the park area as it has been in the past.
The above project is being planned under Schedule B of the Class Environmental Assessment
for Municipal Water and Wastewater Projects, 1993. A water supply component had previously
been considered with this project. The water storage component is now being considered as a
separate project. The water supply project was subject to a separate Schedule B process and
La
Notice of Completion for that project was advertised on November 30, 1994. The decision to

separate the two projects was made to permit the water supply project to proceed at an earlier
date.
Subject to comments received as a result of this Notice, and the receipt of all necessary
approvals, the Exeter P.U.C. intends to proceed with the design and construction of the water
storage project.
