New Hensall council holds first meeting A sewage rate increase was one of the first items of business By Heather Vincent • T -A Staff EXETER - The new Hensall Vil- lage Council held its first meeting last last Monday evening. The members include, reeve Cecil Pep- per and councillors Jeff Reaburn, Dick Packman, Butch Hoffman and Steve Towle, replacing Bob Seaton. Dan -ell Preszcator was appointed and took the oath of office for the Hensall PUC in order to fill a va- cancy. •The council carried a motion to increase sewage rates in 1995. The suggested increase comes from a report of a meeting held December 8 with MOEE. • The increase will be a minimum of 10 percent, which results in an increase from $5.45 to $6.00 for residential and from $7.14 to $7.85 for small com- mercial. Detil' StllltiL., •Work is scheduled and funds have been allocated for the lev- elling off of the burins. The work on the rail crossing has been com- pleted and reeve Pepper said, "It is definitely a big improvement, but I don't know if more could be done." •The Striking Committee has re- solved to meet with applicants for the Parks Board before the end of the year in an effort to make the ap- pointment process fair. The coun- cillors were split in their opinions of whether to leave the hoard as is or to appoint several new member to bring in fresh ideas. Said Butch Hoffman, "If it isn't broken, don't fix it." •The council has agreed to send out a form letter in response to noise compliants once they have been addressed by council. Several noise complaints have been dealt I have tried to be a good girl this year. Please bring me a Gymnast Barbie and some craft things. "There was a definite lack of cover- age, especially in North Huron." said reeve Pepper. •In response to a letter from Us - borne Township, discussion ensued regarding the Hensall landfill site special collection. The township requested two Saturdays for the site to be open to receive, Targe house- hold items without a tipping fee. Works Superintendent John Bak- er felt strongly that the special col- lection should be abolished. The collectors, he said, would prefer to take large household item during the regular Friday collection. The only items they could not take would be appliances. Council agreed to discuss it further at a later date. •Council passed a motion to do- nate $100 per Hensall girl to the Seaforth Novice Girls baseball team who were all -Ontario. cham- pions There are three girls from Hensall who play on the Seaforth team. Dominique's Rainbow Croissants Chef Dominique Dien makes this delightful breakfast on Christ- mas morning for his kids. Use a mixture of oil an butter if clarified butter is unavailable. 2 croissants 2 eggs 1 cup 2% milk 2 pinches sugar 1 cinnamon stick 1 tbsp. clarified butter 1 cup mixed fruit (Strawberry, raspberry, banana, pineapple, kiwi) 1 tbsp. brown sugar 1 tsp. icing sugar Slice croissants in half, combine eggs, _milk. sugar and cinnamon stick on bowl. Dip croissants in egg mixture. Heat butter in skillet and fry croissants on medium-high heat 2 minutes or until golden. Slice fruits, mix with brown sug- ar and serve with croissants. Gar- nish with icing sugar. Serves 2-4. Gravy with sundried cranberries If you can't find sundried cran- berries in your bulk store, add fro- zen cranberries at the beginning along with the other vegetables. This gravy, from chef Heinz Wag- ner, is also tasty with roast beef, leg. of Iamb, leg of ham or port roast. 2 celery sticks ,cut in 1/2 inch pieces 2 carrots, peeled, cut in 1/2 inch pieces 1 leek, cleaned, cut in 1/2 inch pieces 2 tsp. tomato paste 12 oz. red wine and 4 oz. sun- dried cranberries. One hour before turkey is fully cooked, add celery, carrot, leek, onion, tomato paste and tomato paste to roasting pan. Add 4 cups warm water to roasting pan and return pan to oven until liquid is reduced by half, about 10 min- utes. Meanwhile, add cranberries and remaining red wine to sauce- pan. Strain gravy from roasting pan into saucepan. Let boil 5 minutes. Adjust seasoning and serve. Serves 10. Apple cider 1 red apple, peeled, cored and sliced I green apple, peeled, cored and sliced 1 tbsp. butter 2 tbsp. sugar 1 litre apple juice. Simmer apples in butter 5 min- utes. Add sugar and apple juice and simmer another 5 minutes. Blend mixture in blender until smooth. Makes 1 litre. i For all its charm and warmth, Christmas is a season to celebrate. The project involves the construction of a ground level reservoir in McNaughton Park at Alternative Site No. 4. This site is a grassed area southeast of the swimming pool The site is preferred for the following reasons: • Because of the elevation, the new facility will be virtually below the existing ground level. • It is close enough to the existing reservoir to utilize the existing pumps. • It will be possible to continue to use the park area as it has been in the past. The above project is being planned under Schedule13 of the Class Environmental Assessment- for ssessmentfor Municipal Water and Wastewater Projects, 1993. A water supply component had previously been considered with this project. The water storage component is now being considered as a separate project. The water supply project was subject to a separate Schedule B process and a Notice of Completion for that project was advertised on November 30, 1994. The decision to separate the two projects was made to permit the water supply project to proceed at an earlier date. Subject to comments received as a result of this Notice, and the receipt of all necessary approvals, the Exeter P.U.C. intends t6 proceed,with the design and construction of the water storage project. An Environmental Screening Report, documenting the EA process followed, is available for review at the following location: Exeter P.U.C. 379 Main Street Exeter, Ontario NOM ISO (519) 235-1350 Interested persons should provide written comments to the Exeter P.U.C. on the proposal within 30 calendar days from the date of this Notice. Comments shall be directed to the address above. If serious environmental concerns arise regarding the project, which cannot be resolved in discussions with the municipality, a person/party may request that the Minister of Environment and Energy "bump -up” the project to a higher level of environmental assessment. "Bump -up" requests must be received by the Minister at the address below within 30 calendar days of this Notice. A copy of the request shall be sent to the Exeter P.U.C. If there Is no request for a "bump -up" received by January 20,1995, the water storage project will proceed to design and construction as presented in the planning documentation.
