over the Old Town
Hall project
EXETER - A new look for the
Old Town Hall is in the works.
,,Monday evening town council gave
the go-ahead for the "corner com-
mittee" to allow a new architect to
draw up plans for the building's
renovations, based on proposals
presented that evening.
Reeve Bill Mickle gave a brief
overview of the project, since it
was put in motion last April. He
pointed out the first architect hired

by the town to study the project,
C.A. Ventin, came up with ideas
"that brought forth good discussion
in the town". Those ideas, he said,
set the course for the building.
However, after spending $11,000
for Ventin's engineering studies and
initial design work, the committee
turned to Garratt and Marklevitz of
Stratford to come up with some fi-
nal ideas. Mickle presented draw-
ings that showed a 3,990 square
foot addition on the south of the
building which will incorporate a
lobby, elevator and additional of-
fice space. The total cost, is es-
timated at $545,040, some $20,000
under the budget allowed under the
Canada/Ontario Infrastructure pro-
ject.
Mickle promised that the new
proposal, as always, will fit within
budget of project, "and that in-
cludes the architects fees".
"We've got about $20,000 for
contingency," said Mickle, adding..
that windows,heating, and electri-
cal upgrades are all included.
"Our hope is to turn sod and do
the work as soon as spring breaks,'
said Mickle.
Mickle said the project can stand
alone, or be incorporated into a fu-
ture library renovation.
"It brings all the offices under
one roof...and we are hoping it will
include a public room so the mem-
bers of the public who have a spe-
cial interest can come together,"
said Mickle.

Gazing into Santa's
magical blue eyes
For the first time, two-year-old Kaitlynn
McBride gazes into Santa's magical
eyes, the first time she had the courage
to sit on his knee. Several dozen chil-
dren lined up Saturday afternoon to get
their last -minutes wishes to the kindly elf
at the 50th annual Childrens' Christmas
Party sponsored by the Zurich Lions.
Every year, the Lions have organized the
movies, and treats for scores of village
children, and have enlisted the help of
the Zurich Scouts and, of course,
Santa himself.

Bill 163 feared by rural landowners
While some say not to worry, others fear expropriation without compensation

ZURICH - According to the Ontario Government, Bill
163 is an attempt to streamline planning procedures and
create regulations to protect the environment. The bill is
related to planning and municipal matters and has some ru-
ral landowners worried about the market value of their
properties.
Concern from some ratepayers has brought action from
several associations. The Ontario Woodlot and Sawmill
Operators Association (OWSOA) has distributed literature
which encourages owners of rural woodland, wetlands, riv-
er or lake frontage and/or open land not classified as a farm
to file appeals to their 1995 property tax assessments. The
association press release says, "The threat to rural market
values is real. Wetland, habitat and a host of other designa-
tions of Bill 163 will devastate property value."
The bill play also make it difficult for municipalities to
develop and get area rezoned. Janisse Zimmerman of Hay
Township says the implications are, "not much more re-
strictive than what we already have in our zoning bylaws."
Zimmerman has attended seminars which indicated that the
hill does not give the Ministry of the Environment more
authority but rather clarifies the existing bylaws.
Critics, however, argue that this hill is disguised ex-
propriation of land without compensation. The Ontario
