GRAND BEND - In a perfect
world, there would be no need for
police.
But the world is far from perfect
and the need for law enforcement
and protection to people and prop-
erty is always required.
Last Wednesday night, over 30

ratepayers regarding the parking of cars and other vehicles on
township roads during the period in which snow clearing oper-
ation is necessary.
The township will not be held responsible for any damage

Grand Bend and area residents lis-
tened as OPP Sgt. Gord Perry,
along with Constable Bernie Zga-
vac, encouraged them to set up a
Community Policing program.
"It's (community polic;ng) the
partnership between people and po-
lice to enhance the quality of life,"
said Perry, the Lambton County
Community Policing Co-ordinator.
"It's not a governing body, it's a
committee," he added.
Perry said the committee would
have to decide what it wants for
Grand Bend. He used as an ex-
ample, Corunna which realized
their local OPP officers needed
some new equipment so they went
out and helped provide funding.
What a community policing com-
mittee would do, is help the local
OPP detachment identify certain
problem areas in Grand Bcnd and
the surrounding arca.
"We're open to any ideas that will
help your community," said Perry.
"In Grand Bend there is some con-
cern about young people."
As far as young people arc con-
cerned, there has been some pre-
liminary discussion about setting
up a youth centre. Local resident
Bob Sharen has been behind the
idea for quite some time now.
Perry said that why officers can
arrest young offenders and take
them through the court system, the
problems remain. That is what the
community policing is there for, to
help identify the problems and
hopefully eliminate them.
"In sonic high schools, they have
community policing right in the
school," said Perry.
He said at one school on Man-
itoulin Island, an officer locks his
gun in his car, goes into the school
and spends three -to -five days a
week with the students.

Green questioned Perry to just what
local residents could do. Perry re-
plied that the committee would not
act as a lobbying group but more of
an information spreader.
"It's more passive; it's in-
formation sourcing," said Grand
Bend mayor Cam Ivey.
If community policing is set up,
Grand Bend would have as many as
four officers, one of them being'
Zgavc, who would be designated to
work as "go betweens" with the
community.
"They'll be able to give us feed-
back to what works and what
doesn't," said Ivey.
"Community policing is pre-
ventive medicine in a different
way," said Sharen. "The idea is to
put Gord and Bernie out of a job
but that would never happen."
Marian Siren, president of the
Grand Bcnd Ratepayers Associa-
tion said two years ago there was
an attempt in the community to
strut up a Neighbourhood Watch
program.
"The big difficulty was the nature
of our community in that there arc
few people here in the winter," said
Siren.
During the meeting, Pcrry en-
couraged all those who attended to
spread the word about community
policing.
"You folks are all ambassadors of
the community policing. Go out
and tell your neighbours."
Following the meeting it was de-
cided to establish a Community Po-
licing Program of which Sharen
will be the chairman.
Zurich
warned of
significant
sewage rate
increase
ZURICH - Will Zurich residents
be facing a large increase in their
utility costs next year?
Reeve Dwayne Laporte hopes
not, but a meeting has been sched-
uled with Ontario Clean Water
Agency officials Thursday to dis-
cuss "significant increases" for the
village sewage rates.
"Significant increases?" asked La-
porte.
"That's the word he used," replied
acting clerk Sharon Baker.
"I don't like that word," noted La-
porte.
Presently, the village is paying
$3,611 a month for sewage pump-
ing charges to OCWA, and any in-
creases would have to passed onto
the ratepayer through the sewage
surcharge on their utility bills.
Baker said at Thursday's meeting.

know how much the increase will
be, and why it is required.
