Progress: Ivey was the key player in the village's
new 20 -year forecast and he plans to keep the future of
Grand Bend in the foreground.
"We made some progress on it. It's time for the input
stage," said Ivey.
Ivey heads a council which only has one returnee but
he looks forward to it and said, "I am very happy with
the council we have."
The last council came in with a lot of inexperience,
this year Ivey and Maguire will lead the way.
"You have some continuity this time," said Ivey.
Fresh faces: While Grand Bend has put a lot of em-
phasis on its tourism in the past, that could be changing
as Wheeldon and Andraza will focus on the permanent
residents.
"Grand Bend is my number one priority. I live here
and I enjoy it," said Andraza who is a strong supporter
of the local Chamber of Commerce.
Topping the polls was Wheeldon. She has no polit-
ical experience and when administrator Paul Turnbull
announced she had the most votes, Wheeldon was
pressed for words.
"It's pmhahly the first time in my life I didn't know
what to say," said Whceldon moments after being
elected.
She is happy to sec a council which does have some
concerns for the permanent residents.
"Those are the people who can address the concerns
of the people. We live here year-long," said Wheeldon.
The biggest race this election was for the fourth
councillor spot and for Woodley, it was a big dis-
appointment.
"i think proxies have a great deal to do with it. it's
not a straight vote any more. The one who can gather
the proxies will do well," said Woodlcy, • -
Hensall's PUC
vacancy on hold
HENSALI. - A vacancy on the Hensall Public Utili-
ties Commission will remain until council finds out
who has the authority to appoint a representative. r
Clerk -treasurer Luanne Phair told council on Mon-
day night that she has written to the Ministry of Mu-
nicipal Affairs asking for clarification on whether
council or the PUC has the power to fill the position, .
Phair said there are discrepancies between the Flee- \'
tions Act and the PUC Act regarding the issue.
Usually council has the power to appoint to the I'M
when a vacancy occurs, but in this case the vacancy
came about because too few people ran in the election.
As it stands Gary Maxwell is one of two people
needed for the commission.

Both reeve candidates agree
there was a mood for change
ZURICH - Next month, Murray Keys will be
sworn in as Hay Township's new reeve, after de-
feating incumbent Lionel Wilder at the polls Mon-
day night.
Keys took a 165 vote lead over Wilder in a rel-
atively low turnout at the polls in the township.
Ho*ever, the race for reeve was the only item on
the ballot for voters, with all other council positions
acclaimed.
This will be the first time in 27 years a Hay
Township council has been sworn in without Wilder
at the table. However, Wilder said he would be
"still farming. I'm still as busy as ever."
His official duties will not cease right away, he
said, noting he would still be serving as the chair of
the Hay Telephone Co -Op for the next 15 months,
as it makes its transition into a subscriber -operated
company.
"Maybe it's time to give somebody else a try,"
Wilder conceded, and added "The people decided
they wanted a change".
Hay reeve
Wilder said he would have liked to have made it
an even 30 years on council, but pointed out he
holds the record for the number of years on Hay
council.
"I think it's better to have the chair contested," he
said, noting voters cannot say the reeve's position
was given away or "got for nothing".
Keys said he had to agree with Wilder that it was
better to see the reeve's office decided by a vote,
rather than acclamation.
"That's exactly right. It was a decision of the peo-
ple," said Keys, noting Monday's decision gave him
more confidence than if there had been no contest at
all.
Keys agreed there were few issues at stake for
voters in Hay, and perhaps it was just a desire for
change that settled the matter.
"I've worked with Lionel for years, and we've
worked well together," said Keys, adding that Wild-
er's absence would leave a gap at the table.
Jim Love will move up to Key's present deputy -
reeve position, with veterans Gerald Shantz and
Blaise Ducharme remaining as councillors, to be
joined by newcomer Don Oesch.
"I think we'll work well together," said Keys.
