Toll-free numbers helps wheat producers
TORONTO - Ontario winter
wheat producers will have the op-
portunity to use a new toll-free tel-
ephone service to insure their crop
this fall.
The phone number is 1-800-
CROP-INS(1-800-276-7467). Pro-
ducers tell the operator their plant-
ed acreage and choice of coverage
level, and they will immediately
be told what their premium cost
will be. A premium invoice will
then be sent to the producers, who
have until November 10 to pay it
either by mail or at any chartered
hank.
"This service is offered on a trial
basis for winter wheat enrolment
only, and if it works well we ex-
pect to extend it to spring seeded
crops next year," said Greg
Brown, director of the Ministry of
Agriculture, Food and Rural Af-
fairs' crop insurance and stabiliza-
tion branch. In the meantime,
questions regarding other crops
should be directed to district co-
ordinato s."
During the first week of Octo-
ber,. winter wheat pnxlucers who
were insured last year will receive
a Final Acreage Report by mail.
They will then have the choice of
either using the new toll-free num-
ber or the mail to enrol their win-
ter wheat and establish their cover-
age. In either case, the application
deadline is October 31, 1994.
If mail is the preferred method,
producers must fill out the Final
Acreage Report and return it with
the premium payment post -marked
no later than October 31. Preinium
cheques can be post-dated to No-
vember 10. Producers enroling by
mail cannot pay their premium at
the bank.
The automatic renewal process
that applies to spring seeded crops
does not apply to winter wheat be-
cause the winter wheat application
is both an application and Final
Acreage Report. Winter wheat pro-
ducers must contact the Crop Insu-
rance Commission if they want to
insure their crop or to cancel insu-
rance, or if they are not growing
any winter wheat this year. It is
important that a grower let the
Commission know if he or she is
not planting winter wheat in order
to maintain any premium discount
earned for future years.
The toll tree line will be open to Friday between October
from 7:30 a.m. to S p.m., Monday October 31, 1994.

bylaw for liquid
manure storage
GODERICH - Have you ever driven down a road and your cycs
begin to water because of a stench you quickly identify as being liq-
uid manure?
But while liquid manure is usually a concern of farmers, Huron
County Council has taken upon itself to review a liquid manure stor-
age bylaw.
Large livestock operations frequently depend on a very Targe land
base for the disposal of manure. It is necessary to ensure that an ad-
equate land bast is available for the disposal of manure both when
the livestock operation is initially established and when livestock are
being produced.
There is a particular potential for problems when the land base
which is required to dispose of the manure is conveyed to another
property owner, thereby resulting in an inadequate land base for ma-
nure disposal.
"In the townships of Huron County, they all have different by-
laws," said Stephen Township's Tom Tomes. "We (Stephen) have
one which is criticized because it was so extensive."
When the model by-law was initally prepared in 1982, it was rec-
ognized that it was passed under a fairly limited section of the Mu-
nicipal Act which authorized municipalities to regulate the establish-
ment of manure pits.
"We will be consulting with farm organizations and our 16 rural
municipalites," said Huron's director of planning, Gary Davidson.
What the county seems to be looking for is a common by-law for
all its municipalities and that would suit Hay Township's Lionel
Wilder just fine.
"We should have a uniform by-law. If I own two farms in two dif-
ferent townships, it would be nice to be able to do the same thing,"
said Wilder who is a farmer.
The planning and development committee has recommended that
the department consult with the county solicitor to verify that the liq-
uid manure by-law is in fact the appropriate tool to address council's
concern.
Also, following consultation with the Ministry of Agriculture,
Food and Rural Affairs a recommendation will be brought before
the committee outlining the procedure which would be followed to
conduct a more formal review of the by-law.
