which the St. Marys Cement
Company will donate to the
town.
The hall of fame proposal is
the result of more than two years
of work by a committee spear-
headed by Lorne Eedy, publish-
er of the Journal Argus.

Deliberate
oil spill a
concern
MITCHELL - A quick clean-
up of a chemical spill in Fuller-
ton Township last week is cause
for concern, reeve Don Hocking
said last Friday.
Hocking said he was alartlScd
that the spill, most likely old
motor oil and solvent, was
dumped down a side road in the
middle of the night to prevent its
disposal in more conventional
methods.
"It's a pretty serious offence,"
he told the Mitchell Advocate.
Dan Cromp, of the Ministry of
the Environment, confirmed that
the penalty can be severe if any-
one is caught improperly dispos-
ing of such materials.
Cromp said for the first of-
fence, a maximum $10,000 fine
can be levied to each person in-
volved.
Hocking sad the township no-
tified the Ministry of the Envi-
ronment and the Upper Thames
;• River Conservation Authority
'about the spill, and they will
both continue to monitor the sit -
cation.

OPP seeking public's
help with investigation
of fishing boat mishap
Police want to talk to
those who helped in
rescue efforts of crew
from Miss Stephanie 11
GRAND BEND - The Ontario
Provincial Police are trying to lo-
cate anyone who might have helped
in the rescue efforts of crew mdm-
bers on the Miss Stephanie II which
sank August 11, near Kettle Point
resulting in the death of a father
and son.
The OPP want to speak to anyone
who may have had victims of the
sinking boat aboard their vessels.
Police arc also looking for the
life jackets the victims were wear-
ing and believe the jackets may still
be on board the vessels aiding in
the rescue.
The Miss Stephanie, a Sarnia -
registered boat operating out of
Grand Bend, sank in approximately
50 to 55 feet of water.
Police investigators, through
the Grand Bend OPP, used vid-
eotape to study the 18 -metre
fishing tug underwater in an ef-
fort to determine the cause of the
sinking.
Drowned in the accident were Jo-
seph Howie, 33 of North Bay, and
his two-year-old son Josiah Howie.
Also on board the vessel when it
sank were the captain, Timothy
Purdy of Sarnia, and the crew in-
cluding: Timothy Crossman of Sar-
nia, James Tiedeman of Grand
Bend and Dave Archer of Sarnia.
Scott Austin of Clinton was also
on board, under contract with the
Ministry of Natural Resources as a
fish sampler.
The boat sank within sight of
Kettle Point at about 11 a.m.' Some
of the survivors were brought
ashore at Port Franks.
Resuscitation attempts were per-
formed on Howie and his son until
the two were taken to hospital in
Sarnia.
Earlier reports that a fire or ex-
plosion on board caused the in-
cident were discounted.
Anyone with information should
contact the Forest OPP at 786-2349
and ask for Detective Constable
George Speck.

NDP announce
cleanup money
for beaches
ABCA and Maitland authority get
money from province for cleanup
projects
EXETER - The Ausable-Bayfield Conservation Authority and the
Maitland Valley Conservation Authority will be receiving grant
money from the province for cleanup projects targeted for area
beaches.
Paul Klopp, Huron MPP, announced on Thursday that $30,123
would be given to the authorities for cleanup projects in the rural
portions of their watersheds.
The payments, announced on behalf of Environment and Energy
minister Bud Wildman, are made available under the Clean Up Ru-
ral Beaches program.
"Clean beaches are an important part of life in our rural com-
munities," Klopp said. "By directly assisting farmers and other local
residents, this innovative program is funding those who can best
contribute to the cleanup of our beaches."
For the ABCA, the funding will provide capital grant assistance to
landowners for two manure storage/barnyard runoff control systems
and for two septic systems.
The Maitland authority will use the funding to provide capital
grant assistance to landowners for controlling two livestock access
locations and for two septic systems.
The CURB program provides capital grant assistance to clean up
beaches in 28 Ontario watersheds.
Zurich
garbage
already user
pay, argues
reeve
ZURICH - Although garbage bag
tags may not be in Zurich's future
any time soon, councillor Barb Jef-
frey said she found the recent user -
pay waste seminar "very, very inter-
esting."
Jeffrey told council that 36 munic-
ipalities are now using some form of
user -pay program, most with bag -
tags.
"Roadside dumping went up...they
found more stuff along the side of
the roads," conceded Jeffrey, but
noted the problem can be policed
with fines, or phone calls to offend-
ers.
"I strongly believe in user -pay,"
agreed reeve Bob Fisher. "But the
system we have in Zurich now, it
basically is that." •
Zurich residents use a private con-
tractor to have their household
waste transported to the Hay/Zurich
landfill.
"We'll never get a cheaper system
than we have now," said Fisher.
