Neighborhood Watch:
Lucan may try it again
LUCAN Doug Graham, a com-
munity services OPP officer, spoke
about the Neighborhood Watch
program at council's Dec. 18 meet-
ing.
"Essentially it's neighbors look-
ing after their neighbor's property,"
said Graham, explaining that
through a telephone network,
which involves little cost but more
time to set up, the community is in-
formed of neighborhood break ins,
vandals or suspicious behaviour.
While Graham admitted police
didn't used to be as free with re-
leasing their information due to
fear of causing panic within the
community, he said times have
changed.
"The way it is now," he said, "we
need public support," explaining
police want the public to be aware
of crimes committed. "Maybe
Neighborhood Watch is a way of
advising people what's going on
out there."
While Graham said Lucan does
not have a problem with break and
enters, he said, "We certainly have
a problem with vandalism. We cer-
tainly have a problem with
thefts...The crime that we have

In Neighboorhood Watch areas,
he said, crime is down consid-
erably, but adds it may simply he a
deterrent - that spreads would -he
crime to unprotected areas. How-
ever, he said the program could
mean minor incidents not normally
reported to police arc given notice.
"Word gets out that people are
watching...lt does seem to he a de-
terrent...Crirne docs scent to go
down...This would just eliminate a
lot of this minor crime happening."
Getting a Neighborhood Watch
program up and running, however,
can be a challenge.
"We see complacency a lot," said
Graham, "once they get set up and
the break and enters declinc....It's
quite a commitment to get it run-
ning...Initially the work is getting
the phone system going."
I1 takes about 40 hours to set up
the program which includes the
phone systerp and the $30 signs.
Once the system is in place, it is
maintenance -free.
But if communication breaks
down along the line, Neighborhood
Watch doesn't work.
When a suspicious incident hap-
pens a coordinator calls the police
who in turn call captains who call
neighbors to spread news of the
crime. People don't require special
training for the system and are not
required to make more than 10 calls
per incident. Graham, who said six
separate Neighborhood Watch pro-
grams are set up in London Town-
ship, suggests Lucan assign two
coordinators for its 675 homes.
According to Graham, llderton,
which is pIcparing for a big expan-
sion in the near future, wants to be
ready with a Neighborhood Watch
system.
Graham suggested a general
meeting be held to inform the pub-
lic about the program.
"1 think it would he worthwhile
trying again," said McLaughlin.
