Village delays decision
on 1996 sewer contract
LUCAN - Village council has ta-
bled a quotation from the Ontario
Clean Water Association to operate
the Lucan sewage system treatment
plant.
After hearing from Roger Power
and Gary Orchard of OCWA that
the charge for 1996 would be
$211,2(X), council decided 10 delay
it decision until a meeting later this
month with the public sewer com-
mittee.
Power told council, "we feel this
is a fair charge to operate the sys-
tem inclurjing all maintenance. This
is a set price for one year. If the
sewer flow would increase a lot,
say by 20 percent, then we would
have to consider an adjustment.
But, I can't sec your flow going up.
The only way would he if you had
industrial expansion."
he continued, "We use the Indus-
trial Price Index instead of the Con-
sumer Price Index and this has ris-
en only one percent over the last
five years. in addition you are do-
ing all you can to reduce flow. We
will cover repair costs of up to
$3,500 for each of three pieces of
equipment.
If the flow or IPI doesn't go up
significantly you will get the same
annual price for five years. This
contract price will include every-
thing it takes to operate a system
except for snow removal, grass
cutting and non -routine testing and
flushing."
Reeve Tom McLaughlin said
1995 costs are expected to be about
$194,742 and felt the increase of al-
most $17,000 was too excessive.
Deputy reeve Harry Wraith and
councillor Rob Brady both asked if
the price goes up with increased
flow, why not go down if flow and
CII figures are reduced.
To this Power replied, " That ap-
pears to be logical. If the costs can
Fo up they should also be able to go
down." '

ing for experienced parents in the
community to volunteer four hours
a week as mentors (support) for
parents of young children who
would like community connection
and support.
A ten week training course will
begin on Oct.10.

Mentors will be required to at-
tend a training session to be held on
Tuesday nights from 7:00 to 10:00
