Exeter flood
reduction
project
EXETER - The ABCA and the
Town of Exeter will be working to-
gether to undertake another phase
in the improvements done along the
Anne Street drain to prevent the re-
currence of flooding.
Since the flood in 1969, the town
has enlarged sections of the drain to
greatly reduce the amount of water
which would flow over the surface
of the ground during a major storm.
A project to increase the size of
the railway culvert that caused a
constriction during the flood and
hacked up water affecting many
homes and people is now taking
place. Monday, the railway tracks
and culvert were removed. The new
culverts arrived Tuesday and the
project will be completed by Fri-
day.
The July 24, 1969 flood was a se-
vere storm that lasted three to four
hours. Water surrounded or flooded
the basements of over 100 Exeter
homes. About 12 homes had flood-
ing on the first floor and the hospi-
tal sustained about $100,000 dam-
age.
Many accounts say the flooding
occured because the railway cul-
vert was blocked with debris. But
studies have confirmed the same
amount of flooding would have oc-
curred even without a blockage of
the culvert. The culvert is too small
and acted as a bottleneck for the
flood waters. Blockage of the cul-
vert did increase the amount of
time it took for the water levels to
recede. A larger culvert will lower
backwater flood levels and also re-
duce the chance of blockage by de-
bris.
The Anne Street drain watershed
starts in Ushorne Township at the
southeast corner of Exeter and
flows into Exeter from south of
Simcoe Street. The drain flows un-
derground through pipes and
emerges at Carling Street. At one
time, the drain was an open chan-
nel, but has been closed and built
over.
The Ministry of Natural Resourc-
es, ABCA and the Town of Exeter
will share the costs of the culvert
enlargement project.
For anyone wishing more infor-
mation on the 1969 flood, the Exet-
er Times -Advocate has newspaper
articles from the July 31, 1969 edi-
tion that document the flood that
caused so much damage 25 years
ago.
Bike thief
caught
EXETER -A person has been
charged with theft after a bicycle
stolen two weeks ago from the rear
of Donuts Now was found by the
victim's father on Aug. 21. The re-
covered bicycle had been painted a
different color.
A white 18 speed CCM bicycle
was stolen from a Wellington Street
residence on August 24.

Engineer recommends
septic system back-up
The system in the Village
of Granton has not been
approved by the MOEE
LUCAN - Dave Whiteny of UMA Engineering at-
tended a recent meeting of Biddulph Township
Council to clarify his position concerning re-
opening of an environmental study for the Village
of Granton. Whitney pointed out potential problems
he feels could be involved with the septic system.
He said this system has not been approved by the
MOEE and therefore would be subject to an experi-
mental certificate.
The project could require a back-up system that
could be implemented if there were any failures
with the experimental system. If required, this
hack -up system would probably not he financed by
grants. Council directed Whitney to contact the Ap-
proval Branch of MOEE and get a firm answer re-
garding the possibility of a certificate of approval
for the system.
Whitney was also directed to get a firm answer
from the funding branch of OCWA regarding the
possible funding of the back-up system in the event
it is required. Whitney will attempt to have firm an-
swers within 30 days.IThe clerk reported a com-
plaint from Mr. Henshaw regarding a school bus
shelter which was placed on the northeast corner of
Belleview Lane and Prospect Hill Road.
The owner Marty Van Praet and the County of
Midldesex have been notified. The county has ex-
perienced this problem before and does not take any
action unless shelters are a traffic hazard.
A petition for drainage works submitted by Jo-
seph Mcflhargey and signed by the majority of af-
fected landowners was accepted and Spriet As-
sociates will be appointed as consulting. engineers.
Spriet will prepare a report which outlining drain-
age requirements on Lots 21,22 and 23 of Conces-
sions 9 and 10. Council has declared as surplus the
CNR right-of-way across the township except for
the portion of Lot 24, Concession 13, containing the
Biddulph-Blanshard Fire Hall, west of County Road
59.

enough to bear..."
Dear Editor:
We would like to express our sin-
cere gratitude to your paper for the
short article in regards to our son's
accident last week. Short, sweet
and to the point.
Not like the Village News of Lu -
can which had a very extensive, de-
tailed article which had the story
with many, many errors in it.
Wrong dates, measurements, de-
tails of what happened and besides,
who really knows what happened -
no one saw it. This paper seemed to
have more knowledge printed of
the accident hut incorrect informa-
tion. The article was totally disgust-
ing. It was the first time I have ever
opened their paper to read it and
sure enough it will be the last.
Courtesy - obviously the Village
News does not know what that
word means.
Once again thanks. Grief is diffi-
cult enough to hear. let alone inade-
quacy in reporters.

Judge Hunter sends
five persons to jail
EXETER - In Exeter Provincial court on August 22, Judge R.G.E.
Hunter sentenced five persons to jail on a variety of charges.
Jailed and fined
Kevin Campbell of Stephen township was sentenced to 14 days in
jail on charges of operating a vehicle while his blood alcohol content
was over the limit of .80 and he was also fined $500 for driving
while his driving privileges were under suspension.
Campbell was stopped by OPP Constable Finch on June 18, 1995
at 1:10 a.m.on a routine check in Hensall because of a noisy muffler.
On investigation, the accused was found to have an odor of alcohol
on is breath and his eyes were bloodshot.
He was taken to the Exeter OPP detachment were alcohol blood
readings of 1.20 and 1.20 were registered. The officer also found
Campbell's driving licence was suspended in October of 1994 for un-
paid fines.
In addition to the jail term which will be served on weekends and
the fine, his licence is suspended for two years.
Jailed for assault
Another intermittent jail
term, this time for 21 days
was levied against Joseph
Blommaert of Exeter on a
charge of assault.

Blommaert is accused to
have struck his wife three
or four times at his home after a domestic disturbance escalat-
ed.Constable Jack reported the accused took an overdose of insulin
and tylenol and was admitted to hospital.
The accused's lawyer said it was a unique situation as Blommaert
was apparently "egged on" and reported to police himself. He had a
prior conviction in 1991 when he received a suspended sentence and
was placed on probation.
On release from jail he will be placed on probation for 12 months
and take counselling as recommended by the probation officer.
Fines and jail term
Norman McCabe of the Lucan area was sentenced to 30 days on a
charge of assault wljich will be served on a weekend intermittent ba-
sis. He was also fined $200 for driving while his licence was, sus-
pended; $300 for careless driving and $100 for mischief.
The incidents in question occurred between February 11 and July
14, 1995.
On February 11 while residing in Huron Park, the accused was al-
leged to have driven his vehicle off Algonquin Drive on two occa-
sions the same evening at 6:15 and 7:30 p.m. In each case a tow truck
was called and on the second occasion McCabe failed to return.
At this time officers determined his licence had been suspended for
unpaid fines and he was aware of the suspension.
On June 1, 1995 he was found to be drunk, beligerent and verbally
abusive when he allegedly struck a female victim several times with
an open hand at 1:30 p.m. and again at 5.40 p.m causing the assault
charge.
The mischief charge arose from an incident in Goderich on July 14
when he was found to be drunk in a public place, plugged a court-
house toilet with a shirt and gave a wrong name to police.
The court was told McCabe has moved since the last charges and is
dealing with his drinking problem.
Driving while disqualified
Allan Thorne of Huron Park will spend 90 days in jail as the result
of being convicted on a charge of driving a vehicle while his licence
was -suspended.
The incident in which he was apprehended by police occurred at
Huron Park on June 5 when he was spotted driving on Algonquin
and then pulled into a driveway.
• He was convicted in London in April of this year in London on a
charge of operating a motor vehicle with an over the limit blood alco-
hol content. At that time his licence was suspended.
In meting out the jail sentence, Judge Hunter said, " You were told
not to drive because of that London sentence and now only a few
months later you were driving".
Jailed on three charges
' Judge Hunter sent Kenneth Brown of Hensall to jail for a total of
12 months on a combination of charges involving assault, issuing
death threats and obstruction.
The first incident occurred in Hensall on June 19 when he pushed a
female companion bringing on the assault charge and he threatened
her life at the same time.
On June 29 he was alleged to have obstructed justice by trying to
stop a witness from giving evidence by issuing another threat. This
threat came by way of a collect telephone call from the Stratford jail
Where he was in custody.
. Defence lawyer Michael Donnelly said there was long history be-
tween the two parties in question and his client had a substantial pre-
yious record.
Donald Vale for the Crown asked for the jail term and two years
probation which was handed out. Brown has been in custody since
the end of June.
Judge Hunter also issued a total ban ot, Brown having any commu-
nication with the female victim and he is not to have any firearms or
ammunition in his possession for 10 years.
Drinking, driving fine
A fine of $850 and a 12 months driving suspension was levied
against Terry Pickering of Stephen township when he pleaded guilty
to operating a vehicle while his blood alcohol content was over the le-
gal limit of .80 mg.
The incident occurred at 9.17 p.m. on June 17, 1995 when his vehi-
cle was clocked by radar at 125 kilometres per hour in an 80 kilome-
ter zone on Highway 83, near Concession 14-15 of Hay township.
When followed by police, the accused pulled into a nearby drive-
way. He was found to have bloodshot and glossy eyes and his speech
was slurred.
In his client's defence Pickering's lawyer said he had no previous
record and an accident was not involved.
Fined for credit card fraud
William Shepherd of London will pay a fine of $300 after pleading
guilty to obtaining $90.04 worth of food and beverages with a credit
card which was not his own. He was apprehended when the Visa card
was checked and found to be stolen.
Shepherd said he was fishing in Bayfield with three other persons
when he found the credit card. A second charge of having a stolen
credit card was withdrawn by the crown.
Fined for possession
Santy A. Vantavong of Cambridge was fined $100 for being in pos-
session of cannabis resin. He was stopped in Usborne township on
June 24 by OPP Constable Brennan who detected an odor of canna-
bis.
Fined for tire theft
Bruce John Beemer of Huron Park was fined $500 on charge of
theft and possession of four tires and rims which were taken from a
vehicle parked at the South Huron District High School parking lot.
The incident is alleged to have occurred between March 10 and 16
of this year. When the owner came to pick up his car, he found it
jacked up with the tires and rims missing.
On May 25, the owner saw the same tires and rims on an Oldsmo-
bile and called the police. Value of the stolen property was $700.
Breach of probation
Judge Hunter fined Matt Tucnik of Woodstock $100 for breach of
probation.
