•• Dougall, an Osborne Township
farmer has ' been .honored as •this
year's recipient of the Huron
County Federation' of Agriculture
Award for his outstanding contribu-
tion to agriculture and the com-
munity. He has been active on the
local and provincial level for many
- years.
• "It's an honor," said .Dougall,
who is well-known for being a man
• of few words.
'Dougall started. his involvement
.as the heef representative for the
Ushorne - Township Federation of
Agriculture.before the township or-
ganizations amalgamated into the
- county.- federation. The HCF ex-
ecutive has benefitted from- his in,
,volvement.'He has 'represented Hu-
.- ion County - at .various OFA
conventions. - .
"Qn . the larger provincial scene,
. -Harry represented zone three,
which covers Lambton, Middlesex,
Oxford, Huron, Perth and Bruce -on
the Vegetable growers' Marketing
'Board for .14 years from: 1975. to
-1988, He was chairman for 1978 to
'80," said- Pat Down, the HFA's
first vice.'who presented the award
to Dougall.
"This board experience honed his
negotiating skills every year when
the prices for various vegetables
were set with the processors. Some
negotiations .went to arbitration."
Down explained. -
• Dougall said a key to negotiating
prices was making sure "you're in
the ball park. You have to he aware _.
of what was going on in the U.S.
We're tied to that;"
Following the time with the Veg-
etable Growers, Dougall was a
member on the Farm Products Mar-
keting Commission which oversees
all the provincial marketing hoards.
-He was also'on.the Farm Debt'Re-
view Board. •
Dougall said he was able to meet
a 'lot of good people from -across
the country -while he was on the
. various boards.
in the meantime, he continued his
involvement on the local scene.
• "I rrst'remember Harry as chair.
of our local township"school board
as he began the- difficult task of
amalgamating our , one -room
schools,;' Down' said. -

joyed some travelling although he,
admits they didn't have enough
time this summer to go far
• -When reflecting on his years of
involvement in agriculture, he said
there hasbeen a tremendous •
amount of change. •
"Perhaps those have been some
of- the hest years in agriculture."
-Dougall said; adding the rising
economy.helped.
. He admitted the period of high
interest rates ."created drastic dif-
• ficulties for farmers who started at
that time. It; heat a lot of_excellent
operators. Agriculture can't support
that kind of interest rate."
Dougall said there continues to •
he -a .trend towards Nigger farming
operations although he isn't con-
vinced Nigger is alway5•better. •
. ''From a numbers standpoint,
there is a small percentage of the
population -in agriculture," he said,
adding -'`fewer people have direct
contact with farming.
-11'; heen•interesting through the
years,- 'he concluded. • • -
