Information For The Customers of The
Exeter Public •Utilities
This article is submitted in light of.the recent '
"Restructuring Order" that has been submitted to the Minister%,
.sif..Municipal-Affairs-whit hlincludes-a-small-portion-oof la -n1 to
be annexed by -the Town of Exeter and asks for ttie-
dismantling of the Exeter Public Utilities.: An order which had r
no input by the- ratepayers of Exeter: '
Elected commissioners are dedicated to the cause of the,
Public Utility and are accessible and accountable to the, -
electors who have voted the commission into office._Th- -
election to office was put to a vote .of the people when the
Public Utilities was.formed in 1916 and has successfully beets
operated since then with an elected body. Both municipal
councils and utility commissioners serve a designated service
area.- The distribution of electricity is supported only through
revenues from service provided to the consumer on a full -cost=
recovery basis: Tax dollars can not be used, and electricity
revenues cannot be devoted to the services.
By law, citizens .have- a right to vote on some changes to
Utility Commission (e.g. disbanding a PUC). While Municipal
• Councils have recently been given the authority to waive this
right, if is expected that the autho'rity will be exercised only in
exceptional circumstances.
The -Exeter Public Utilities Commission: • •
- represents and responds to customers' needs and concerns;
- reviews, modifies and approves the annual utility capitar and
operating budgets
- is responsible for long-range planning of utility services;
- is responsible for setting rates and charges for electricity
and water and services,'subject to regulatory approval;
- is responsible for approvingfinancing for the utility, including
borrowing, if nedessary (which is subject to council approval
although utility debentures arenot reflected in the '
municipalities debt load);
Under the Public Utilities Act, niost municipal ,
commissioners are elected to office by the municipal .
electbrate to whom they a're accountable. -
The ultimate responsibility of the commissioner - whether .
elected or appointed - is to serve and represent the customer
of the Exeter Public Utilities Commission. -
Each utility commissioner should: -
- be acceptable to, and represent the:needs of, their
customers. They must address and respond to service
complaints promptly,, through the utility manager; •
- stay abreast of legislation, regulations and other forces that
affect the utility operation;
be prepared to undertake• public appearances and similar
activities to support fellow commissioners, managers and
staff - and their programs; -
- maintain effective communication and relationships with
municipal council and other public bodies whose activities
may interact with, or reflect upon; utility operations;
Whv Retain Local Electrical Utility Commissions? '
The government -appointed MacDonald Committee studied
how best to restructure this industry, and concluded that
Stand-alone Municipal Commissions should be retained and
should expand their service areas.
The cornerstone of the utility industry has been
accountable, stand-alone commissions ensuring that
customers pay only for services received while maintaining
public commitment to serve.
Accountability;
Accountability is maximized by maintaining a separate,
stand-alone utility commission - it ensures that there is no
blurring of responsibilities or priorities with other municipal
issues. ,
Autonomous commissions are essential for ensuring_ proper
lines of service accountability to the public and financial
separation from municipal government.
Referenda held in recent years in conjunction with
municipal elections have shown that concerned ratepayers
have favored continuing With the separate PUC's, favoring the
separate accounting for revenues and the business -like
-approach.
While recent legislation has given the municipal councils
the right to waive the requirement for a referendum when
conditions warrant, the basic right 'of the citizens to express
their will has not itself been eliminated.
