I) Nothing has changed with thousands of parents waking up each morning under the cloud of a threatened strike. 2) Teachers have already walked off the job and students (pawns) have advanced consid- erably in importance as the stakes are raised in this labor dispute. 3) Education minister John Snobelen hassoftened the gov- ernment approach creating' a temporary peace with the. pow-. erful unions. - • Our fax machine has been humming all week as we are. bombarded with. a variety of news releases from teachers and various officials from un- ions. Theyseem to be desper- . ately drumming up support from a publicthat is reluctant to offer any. _ There is a fundamental differ- ence in attitude' between those on the public payroll and work- ers in the private sector when it comes to negotiating with their employers; CUPE members not only are showing strong sup- port for teachers. some of them appear- anxious to show their strength. On the. other hand, the Harris government seems to be firmly focused ort their mission of re-. , turning. fiscal responsibility to the province, something that had been practically invisible under • previous governments. Whether:or not the- Conserva- tives are returned for a second term doesn't appear to he deter- • ring them from their mission. Eventually they will have to an- swer to voters who will certain- ly judge them on performance. Harris is on the edge of achieving the enviable goal of reworking the education system to give taxpayers more value for their money and bring edu- cation costs in line with other .provinces. He is also on the edge of triggering the largest la- •bor disruption Ontario has ever seen. As usual, the public is caught in the middle. In any test of.wills there must be a clear winner. If it takes a strike to achieve labor peace so :be it.
