Middlesex
board plans
on restraint
The Middlesex County
board of education has em-
barked on a restraint pro-
gram to reduce anticipated
tax increases by more than $2
million ove the next four
years. The aim and objectives
of the plan were endorsed by
the Board at its regular
meeting Monday.
While attempting to meet
public expectations for con-
tinued good education pro-
grams and services, and stu-
dent expectations for ade-
quate choice of programs, the
Board has been faced with
reduced financial support
from the provincial govern-
ment (68 percent in 1972 to 55
percent in 1982), increasing
costs of goods and services,
and continued public aversion
to tax increases.
Problems have been com-
pounded by public ands -1
government pressure for in-
creased special education ser-
vices, Frepch language in-
struction, expansion of music,
technical and computer
courses, more changes in the
secondary school curriculum,
and a growing need for
repairs to school property.
At present the Board, like
most others in the province, is
operating well over the ex-
penditure ceilings assigned
by the Ministry of Education:
one -and -a -half million dollars
over in secondary schools,
and a quarter million over in
elementary schools.
Last year, the Board in-
structed its Finance Commit-
tee and administrative staff
to try and recommend staff
and program adjustments
that would improve the
Board's financial position.
This resulted in development
of the Four -Year Restraint
Program.
The Board plans to cut costs
or otherwise reduce the rate
of expenditure increases and,
at the same time, maintain
good quality programs and
educational services.
One of the first steps will be
reassignment of duties
without hiring replacements
when Superintendent George
Robbins retires at the end of
June and when Transporta-
tion Managet Bob Clements
. retires at the end of March.
Their responsibilities will be
assumed by members of the
present staff.
Other cost cutting
measures will be phased in as
they develop at the schools
and the administration office
during the next four years.
Savings (in 1983 dollars)
over the next four -years are
estimated to be $178,463 in
1984, 520,240 in 1985,$701,240
in 1986 and $984,734 in 1987.

40th Wedding Anniversary
On February 12, 1944, Jean and Don Travers were mar-
ried at home on 123 Water St. N., Galt Ontario. Since
hen they have worked hard to raise three children and
develop their own business. They celebrated their an-
niversary quietly last Sunday with their daughter Gail.
Their other daughter Sherry lives in Nova Scotia and
son Tom in Alabama. They also have two grandchildren
