Under this program the On-
tario Ministry of Agriculture
and Food will rebate interest
charges for five years on ap-
proved loans in excess of 8
percent, to a maximum
rebate of 5 pertcentage
points. Individuals may
receive rebates on loans of up
to $350,000
The effective date of the
program is Mcy 10, 1983, the
day former Treasurer Frank
Miller presented the Budget.
Applicants must be Cana-
dian citizens or permanent

Beginning farmers should
have an agricultural educa-
tion or agricultural ex-
perience sufficient to
demonstrate competence as
farrn managers.
Financial institutions par-
ticipating in BFAP include
the Farm Credit Corporation,
banks and credit unions.
The loans will be subject to
the terms and conditions set
by these lenders. Loans with
the FCC will be at the current
FCC's rate. Loans made
through other institutions
must be made at a fixed rate
of interest for five years.
BFAP participants pay
their loan and interest in-
stallments to the lender, ac-
cording to the lender's
policies and procedures.
Rebates are paid directly to
borrowers by the Farm
Assistance Programs
Branch.
An Appeal Body, the Begin-
ning Farmer Assistance Pro-
gram Review Committee, is
to be established in the event
of disuptes that may arise as
to eligibility.
Applications to enrol in
BFAP should be made with
the lender when application is
made for a loan.
The fact that an applicant
meets the general program
eligibility criteria imposes no
obligation on the lending in-
stitution to approve a loan.
BFAP loans are not
guaranteed by the Province
of Ontario.

A reduced rate of Roundup
for quackgrass control in the
fall is now recommended by
the manufacturer, Monsanto
Canada Inc. The key point is,
the reduced rate will give
season -long control only. It
requires full rates to give long
term control.
After wheat and spring
grains are harvested, pro-
ducers can now control
quackgrass for a season, by
using the reduced rate of
roundup. A rate of 2.5 (two
and one-half) litres per hec-
tare applied with flat fan
nozzles in 50-100 litres of
water per hectare is recom-
mended. Spray when the
quackgrass is at least 20 cen-
timetres high (3 to 4 leaf stage
of growth) and actively
growing.
If a frost occurs, wait
several days to determine if
quackgrass has recovered. It
can be treated after a mild
frost, if there are three or four
green leaves actively grow-
ing. Don't apply after the first
damaging frost in the hill.
Don't till between harvest and
fall application and allow five
days or more after applica-
lion before tillage. Always
read label directions.
Sprayers should also be pro-
perly calibrated for hest
results.
Please note, for long term
control the recommended
rate is 4.75 to 7 ( four and
three-quarters to seven) litres
per hectare of roundup in 200
to 300 litres of water per
hectare.

announced fees for the year
1983 of the three year
1982-83-84 plan. For first year
enrolment the fees are as
followson a per tonne basis:
' Corn $2.00, Soybeans $4.50,
White Beans $8.00, Winter
Wheat $2.50, Barley $2.00.
Farmers who applied in
1982 will receive renewal
forms in the mail. New ap-
plications may be picked up
at the Ontario Mihistry of
Agriculture & Food offices or
