Avon Maitland board to lobby
province over fund.ing formula

Trustees voted unani-
mously, in favour of
Armstrong's motion to
provide municipal coun-
cils with information about
the board's crisis of excess
pupil accommodation and
shrinking enrollment and
funding.
They also supported the
Bayfield -area trustee's
motion to send a letter to
the education ministry
calling for a re-examina-
tion of the definition of
'rural' and 'remote' under
the funding formula.
During a visit from the
ministry's Education
Improvement Commission
(EIC) last year, Avon
Maitland trustees
expressed concern about
the ministry's assertion
Huron and Perth Counties
are too close to a large
urban centre (London) to
be termed remote, thereby
qualifying for extra fund-
• ing for such things as
changes. transportation.
"They're the town At that time, trustees
fathers and they're the received assurances the
ones who are working to issue would be dealt with
but, in an interim report,
the EIC made no such
mention.

Board's list of schools for
possible closure, she was
successful in two lesser
motions relating to the
issue.
After trustees voted 7-2
to approve the list at its
meeting Nov. 23,
Armstrong later received
support for motions to
lobby the provincial gov-
ernment about its funding
allocation and to send
information about possible
closures to municipal
councils.
'1 think a partnership
with the municipalities is a
suitable thing," she said,

spurred no action at the
ministry, so Armstrong
moved the board continue
its pressure.
Earlier in the meeting,
Armstrong was unsuccess-
ful in two attempts to pre-
vent the approval of the
list, which names seven
schools that could be
closed following a manda-
tory consultation period.
Not only did she vote
against approving the list
but, at the beginning of
the meting, she moved
the life dealt with at
another meeting altogeth-
er, when public delega-
tions could be allowed
under board regulations.
Last June, the board
voted to restrict public del-
egations to the second
Tuesday of each month for
a three-month tfial. period.
Last Tuesday's meeting,
during which delegations
were not allowed, marked
the end of that trial period
and Armstrong took some
comfort in receiving con-
firmation from board staff
that delegations will now
be allowed at all regular
board meetings.
In fact, the board has
scheduled two extra meet-
ings in December to deal
with what it expects will
be a flood of delegations
about the school closure
issue. Dec. 7 and 8, which
were originally tentative
dates, were set in stone at
the meeting; after the
approval ofili motion put
forward by Wingham
trustee Colleen Schenk.
