Ausable Centre asks Lucan Biddulph council for 15 year lease

LUCAN BIDDULPH — A decision is finally coming on
whether or not the Ausable Centre will be moving into
the former Village of Lucan municipal office on Main
Street.
Members of the Ausable Centre's board of directors
and its supporters met with council Nov. 2 to discuss
negotiations on the building which have been going on
since the summer.
Originally, the centre wanted to lease the building
from the municipality for five years at $1 annually.
Council agreed, but wanted all repairs and renovations
to the building to be paid by the Ausable Centre.
At last week's council meeting, Ausable Centre presi-
dent Tom McInerney told council he wanted to change
the terms of the lease to a 25 year lease with the
municipality responsible for any roof or heating
repairs. Later in the meeting McInerney changed his
request to a 15 year lease, with the municipality on the
hook for the roof and heating for the first eight years
and the centre and the municipality sharing responsi-

HENSALL — It sure was
dark in Hensall Saturday
night after a single vehicle
accident southeast of the
village knocked out the
main hydro feed line to the
area.
The power was knocked
out at about 8:15 p.m. and
the London OPP were
called to the accident
scene at 8:31 p.m.

said the accident hap-
pened on Morrison Line
about one kilometre south
of the Usborne-
Tuckersmith Line.
Kelly VanBakel, 25, of
RR1 Bornholm was south-
bound on Morrison Line in
a '95 Chev Monte Carlo
when he lost control,
entered the west ditch and
hit a hydro pole, Graham
said.
The main feed line has
27,600 volts of power and
supplies hydro to the
Hensall area.

rural customers had their
power restored at about 5
a.m. Sunday while many
village residents had their
hydro restored as soon as
10:30 p.m. Saturday.
In all, about 500 Hensall
hydro customers and 600
rural customers were
effected. •
VanBakel was trapped in
the vehicle for an hour
and had to be freed by the
Exeter Fire Department.
Firefighters were on scene
for about two hours, Chief
John Morgan said.
VanBakel was transport-
ed by ambulance to South
Huron Hospital and later
transferred to London
Health Sciences Centre's
South St. campus where
he is in serious but stable
condition.
No charges have been

bilities in the last seven years. McInerney also.request-
ed an option to extend the lease for another 10 years.
Council will discuss the request at its next meeting,
Nov. 16.
McInerney explained to council that only 'having a
five year lease wouldn't justify the high 'costs the
Ausable Centre will have to make on the building. He
said making the building wheelchair accessible will
cost $50,000, and there are many other renovations
needed.
In his presentation to council, McInerney said the
centre is expanding and its current location is inade-
quate. To house services such• as Ontario Works, for
example, the Ausable Centre needs more space.
Supporting the Ausable Centre at last week's meeting
was Terry Pike of the Lucan Optimists. He said council
should support the Ausable Centre and added that the
lease for five years wasn't in the best interest of the
centre and the community. He said the Ausable Centre
has supported the Optimists by letting them use the
Ausable's facilities for no charge. In exchange, the
Optimists help the centre raise funds.

Foundation also spoke in favour of the centre.
Coun. Harry Wraith said the Ausable Cen(re has
made great strides but added council has to be careful
in supporting community. groups. He said there is a lot
of duplication in the village in terms of meeting rooms
in the arena and space in the new library and the
Optimists and Lucan Heritage don't have to use the
Ausable Centre's facilities.
McInerney agreed there is duplication in the village
and said an expanded Ausable Centre can cut down on
duplication and house many services and facilities.
Coun. Doug Anderson suggested it might be a better
idea for the centre to simply buy the former village
office instead of lease it but McInerney said the centre's
supporters such as the Trillium Foundation and HRDC
want to see the centre have partnerships with the
council and community.
Coun. Paul Wallis asked McInerney what would hap-
pen if council said no to the lease offer. McInerney said
it would "severely restrict" the centre's efforts to
expand and the centre would have to look at other
facilities to use. He said he hopes the centre and coun-
cil can compromise to reach an acceptable deal.
