Area. of Excellence
restrictions described
as "unreasonable"
By Kee Monk
TIMES -ADVOCATE STAFF
STEPHEN TWP. Placing restrictions on farm oper-
ations withht live miles et Lake Huron is not reason-
able.
That was the reaction of local officials to a proposal
from cottagers to designate an area along Lake Huron
from Bayfield to Kettle Point and up to five miles inland
an Area of Excellence. The designation would ban
intensive livestock operations.
Huron Federation of Agriculture president Pat Down
and Stephen Twp. Reeve Harvey Ratz agree the five
mile ban is not practical because it would restrict too
much farm land.
Down, who operates a mixed farming operation near
Exeter with her husband Robert, also owns a cottage at
Norman Heights, in Hay Twp. When the Downs bought
their cottage, odours from a livestock operation on the -
east side of Hwy. 21 driftedto their cottage but people
accepted it as part of living in the country. She said cot-
tagers and farmers have shared Huron County for
decades • 4Ntosv.-;?!a `A4 + h7T ':Ti 7
"People (today), don't seem to want to co -exist," Down
told; the T -A.
Down said the claims of persistent odcnu*s are exag-
gerated and that she spoke to a cottager in Highlands 11
who hasn't smelled the pig manure as often as others
claim.
"I don't quite understand why people have gotten on
such a bandwagon," she said.
While Down admits- there are concerns with. manure"
application, she said there can only be a balance
between tourism and agriculture if all parties cooper-
ate.
"We have to learn to: work together," she said, citing
the declining phosphorous levels of the past 20 years as
a example of farmers and homeowners doing their part.
