Lucan Biddulph to pay for
provincial maintenance inspection

LUCAN BIDDULPH —
The township is on the
hook for a provincial
-maintenance inspection
on a Granton home.
The inspection was
made on Gilles
Rancourt's home after
the renter of the home
made a complaint
concerning water service.
The complaint has since
been disproved.
Because Lucan
Biddulph doesn't have a
•
full coverage property
standards bylaw, the
province has charged the
township $500 for the
inspection fee.
Council learned of the
fee at its Aug. 24
meeting.
Coun. Paul Wallis isn't
happy with the fee,
saying Rancourt, the
property owner, should
have to pay for the fee,
not Lucan Biddulph
residents.
Deputy Reeve Bob
Benner, on the other
hand, said having the
province take care of
Rancourt's problem with
his tenant was a good
thing.
He said the fee the
township has to pay is
worth it.

administrator Ron
Reymer told the T -A
Lucan Biddulph council
decided to scrap the
former Village of Lucan
property standards bylaw
for philosophical reasons.

Tenders accepted
Council 'was busy
accepting tenders for
several area projects.
' R. & S. Graham was
awarded the tender for
work on the Benn Drain.
At a price of $66,219, R.
& S. Graham had the
lowest tender. Tenders
varied - -to a high of
$79,153.
Tenders for the
McCarthy Drain were
also accepted. Low
tender- A.G. Hayter was
awarded the tender, with
a price of $72,953. The
township engineer had
estimated the job would
cost $82,900...
Work for the 'B'
branch of the McCarthy
drain was awarded to
low tender Robinson
Farm Drainage, at a
price of $4,083.
Brohn Development
was awarded the tender
for Beech Street. Brohn's
price for the work is

held Aug. 21 during
Lucan Heritage Days.

back yard; Audrey Reid

Caskanette thanked all

STANLEY TWP. --� The Bayfield marina
was once again the hot topic of discussion
at last week's amalgamation meeting for
the proposed Municipality of Bluewater.
At the Aug. 25 meeting at the Stanley'
Twp. Complex, Bayfield Reeve Doug
Grant repeated comments he made at an
Aug. 4 meeting in Zurich that Bayfield's
marina and tourism must be protected in
the amalgamation deal.

He said of the five municipalities in-
volved in ' the amalgamation -- Bayfield,
IIensall, Zurich and Hay and Stanley.

pendant on tourism.
Grant made two proposals to the com-
mittee: that a marina committee be
formed after amalgamation to manage
the marina and harbour and that all mon-
ey earned from the operation of the ma-
rina go back into a reserve fund for the
marina and used for the promotion . and
expansion of Bayfield's tourism industry.
"No other option is acceptable to Bay-
field," Grant said.
While the other municipalities agreed to
forming a marina committee, it still
hasn't decided on how much money will
go into a reserve fund for the marina and
tourism because committee members
want to have exact figures on things such
as assessment on the marina and how
much tax marinas pay. In addition to the
Bayfield municipal marina, there are
three privately -owned marinas and a
yacht club.
Bayfield is to bring the tax figures con-
cerning those marinas to the committee's
next meeting so a decision can be made.
Hay Twp. Reeve Jim Love said the pri-
vate marinas in Bayfield should have to
1!` taxes for . the services they receive,
Wit as fire protection • and policing.
Grant agreed.
When formed, the Bayfield marina com-
mittee will consist of: the elected repre-
sentative from the ward of . Bayfield; an
elected representative elected at large;
one representative from the Bayfield ma-
rinas; one representative from the retail
industry; one representative from the
hospitality industry; and one repre-
sentative from service clubs.
Regarding expansion to the tourism in-
dustry, Grant said Bayfield wants to ex-
pand th.; marina washrooms, the electri-
field marina
cal facilities and the number of slips at the
marina. He said they wanted to start ex-
pansion as soon as Bayfield has enough
money.
At the Aug. 4 meeting, Bayfield said it
would ask other amalgamating municipal-
ities with marinas how it funds its ma-
rinas.
Grand Bend, Grant said, doesn't run its
marina, it just leases it. Kincardine divides
the berthing fees of the boats that use its
marinas three ways: 25 per cent goes
back to the operation of the marina; 50
per cent goes to parks and recreation and
25 per cent goes into general taxes.
During question period, Hensall Coun.
Steve Towle told 'tile committee ;he meet-
ing was a waste of time and didn't ac-
complish much. He said Bayfield should
have had the assessment and tax figures
prepared for the committee so an addi-
tional meeting wouldn't be necessary.
Grant disagreed, saying no figures were.
requested of Bayfield.
Towle also said Bayfield's report on how
other municipalities fund their marinas
should have been submitted in written
form, not just given verbally.
The committee will meet next in the
Hensall community centre on Sept. 8 at
5:30 p.m.
