Reconstructing the library is considered the least costly option com- pared with renovating/expanding the current library or reno- vating/expanding the for- mer police station. The committee is look- ing to build a 5,000 sq. ft. library for between $500,000-$600,000. The current library, built in 1912, has out- grown utgrown its 2,400 sq. ft. of usable space. Council was backed into a corner over a technicality which al- lowed Bob Durrell, the owner of Crystal Bay Aqua Sports on River Rd., to change the use of his property without having to provide addi- ti( parking. Because Durrell's land Is zoned under environ- mental protection, which allows for commercial use, and the business was established as a ma- rina, council originally did not request Durrell to supply more parking or cash in. lieu of park- ing. During Grand Bend council's May 4 meeting Mayor Cam Ivey said: "The controversy is that after getting that inter- pretation from council he now wished to change the use of the building. He still confirms to zoning but he is intensifying the use of the property." - Because pub- lic concern was expressed over the parking problem on River Rd., council withheld ap- proving Durrell's liquor licence application until an arran$ement could be met. The deal It took an hour of hag- gling and a smoke break/ conference between Dur- rell and Ivey but the two parties finally came to an agreement. The deal will see Durrell pay for four park- ing spots at $1000 a piece interest-free for four years. He will com- mence payments annual- ly on October 1 with the stipulation the money be earmarked for parking "It'.s a buy -in to the fact that park- ing is an issue" - CAM IVEY, GRAND BEND MAYOR on River Rd. The money will be collected via Dur- rell's taxes. "It's a buy -in to the fact that parking is an is- sue," Ivey said. In exchange Grand Bend council agreed to OK his liquor licence ap- plication. Despite the agreement, most councillors ex- pressed concern the by- law regarding environ- mental protection zoning should be looked at and changed. "There is a technical flaw in the bylaw," said Coun. Bob Mann. "Coun- cil will have to look into changing zoning re- "READY PROMI OR YOU DON'T quirements so that this never happens again." "Municipal government is not infallible," said Ivey. Once council and Dur- rell agreed in principle on the parking deal, Ivey called council to order and a recorded vote was conducted.
