The Federal Legislative
Gun Amnesty that started
Dec. 1, 1998, continues
till May 31, 1999. The
amnesty gives owners of
certain handguns and
handgun barrels that
have become prohibited
under the Firearms Act a
year to lawfully dispose of
the weapons or register
them.
The OPP will accept
weapons that people no
longer have a need or a
desire to have in their
possession.
Those wishing to get rid.
of their weapons are
asked to call their nearest
OPP detachment first to
notify the OPP of their
intent. The OPP wants to
ensure the safety -of peo-
ple handling the firearms
and safe and legal trans-
port of the weapons to the
detachment.

Will Grand Bend
annex a portion
of StephenTwp.?
GRAND BEND The province may have arranged
Grand Bend's marriage to North Lambton municipal-
ities but that doesn't mean the village wants the cur-
rent Lambton-Huron boundary to remain the same
forever.
Grand Bend Mayor Cam Ivey sent a letter to Huron
and Lambton County wardens in March on the
boundary issue at the request of the village council
and the Grassroots for a Greater Grand Bend group.
The letter stated the residents and property owners
in the Greater Grand Bend Area were very support-
ive of having the entire area part of a larger lower
tier municipal government.
At last week's North Lambton Transition Board
(NLTB) meeting, Ivey said there is no time horizon
attached to the letter but boundary ussions take

Headded the letter was a means of keeping the

to annex part of Stephen Twp. but did emphasize the
wish of the Greater Grand Bend Area to be included
in one municipality.
The NLTB passed a motion to note and file the let-
ter.

North Lambton calls for a consultant
The consultant will help the transition board create an organizational chartfor the new municipality

from a consultant on the
services the new munici-
pality needs to provide
and how the services can
best be provided.

Graham agreed the board
needed. a professional.
Ivey said there were
several positive reasons to
hire a consultant, the first
being the unbiased per-
spective.
He said the transition
board looks at amalgama-
tion from a political
standpoint because it has
to answer to the public
whereas a consultant
spends time with employ-
ees. Ivey said the politi
cians are putting an
"enormous amount of
pressure on employees"
and fears they're going to
lose the best employees in
the process.
He also sees hiring a
consultant as a means to
get the amalgamation
accomplished in an effi-
cient and expedient man-
ner.
"Three months from
now we could be no fur-
ther ahead if we try to do
this ourselves," he said.
At the last meeting, the
board discussed hiring a
facilitator to assist the
board in deliberations
and asked the secretary
to prepare a request for
proposal for a facilitator.

"Some of us are intelli-
gent enough to do it," he
said.
DeZorzisaid elected
officials often bring in a
consultant and once the
report is received "second
guess the consultant until
you have a camel instead
of a. horse. You have to be
committed to the direc-
tion you're going to go."
Thedford Mayor
Caroline Jamieson was
not in favour of hiring a
facilitator or a consultant.
She feared if a facilita-
tor was hired, "everyone
will quit working and the
facilitator will do it."
Jamieson said she has
seen "major problems in
some consultant's
reports" and wouldn't
