Zurich council defers
amalgamation decision

ZURICH - Council has
decided to defer its de-
cision on whether to ex-
cept an amalgamation
proposal with five other
municipalities • until its
next meeting on April 8.
Council recently sent
out questionnaires to 400
households to get an in-
dication of how Zurich
residents feel on amal-
gamation. While council
received 35 responses,
they were inconclusive
because Reeve Dwayne
LaPorte said residents
were basically split down
the middle on wanting to
remain with Zurich's cur-
rent amalgamation group
or go louth with Exeter,
Stephen and Usborne.
Except for boundaries,
the draft proposal for the
amalgamation of Zurich,
Hensall, Hay, Bayfield,
Tuckersmith and Stanley
is basically finished.
The boundary issue is
still a problem because
the South Huron amal-
gamation group of Exet-
er, Stephen and Usborne
have asked to annex the
northern part of Dash-
wood, situated in Hay
Twp.
A public meeting at the
Dashwood Community
Centre at 7:30 p.m. on
March 25 is intended -to
give Dashwood residents
a chance t� air their con-
cerns. ,„

Severance application
Council accepted a sev-
erance application from
property owner Mike Van
Pelt to sever his property
at 21 Main St. E. into two
smaller parcels.
While council agreed to
accept the 'severance, a
lengthy conversation took
place about Huron
County planner Wayne
Caldwell's recommenda-
tion that the severed land
be serviced with water
and sewer at Van Pelt's
expense. •
Van Pelt disagreed with
servicing the land be-
cause the land is only be-
ing used for a warehouse.
Council eventually
agreed and included in
the severance motion
that the property owner
must pay for servicing
the land only when and if
it is needed.
' Fund-raising dance
As part of the village's
efforts to raise money to
repair its arena floor, the
Zurich bean fest com-
mittee is holding a dance
May 15. Tickets are $10.
Coun. Barb Jeffrey
asked council`: to pay for
the dance's liquor license
as a goodwill gesture to-
wards the fund-raising
efforts. Council agreed.
Coun. Shelley Rodgers -
Bedard, chairperson of
the arena fund-raising
committee, announced
that the canvassing cam-
paign will begin in June
and end in July. The
group is also preparing a
Web site.
County -wide OPP
Council also accepted
the proposed Huron
county -wide OPP policing
motion, which would see
a county -wide police
force, with the exclusion
of Wingham.
Zurich clerk -treasurer
Charlene Overholt said if
county -wide policing is
implemented it will re-
duce Zurich's policing ex-
penses if cost is based on
offenses.
The next step in creat-
ing a county -wide force is
a vote at county council.

Meeting to be held on
the future of town parks

EXETER -•- Should Exeter have more park land? Or
are we tree hugging enough already?
The County of Huron and the Tow of Exeter are
holding a meeting to find out what people. feel about
the future of parks in town sometime next month.
The original meeting set for April 14 must be
changed since three Exeter councillors will be at the
Exeter Area Fire Board meeting the same night. A new
meeting date was not set during discussion at Monday
night's town council meeting.
The town will develop a mailing list of people who
might have an interest in parks and a letter will be
sent to them inviting them to the meeting.
Those attending the meeting will be broken up into
groups to discuss the three following questions: What
are your thoughts on the adequacy and distribution of
park space within the town? What criteria should be
used to evaluate the adequacy and distribution of park
space? Rank the identified criteria.
Following the April meeting, a second meeting will be
held in mid to late May to present what the focus
groups came up with to the public:
"It's an outline that gets the ball rolling for us (when
it comes to the future of park space in town)," town
chief administrative officer Rick Hundey said.
He added the April meeting should help council
decide the appropriate use of park space and tax dol-
lars spent on parks.
Councillor Peter Armstrong said he wants items like
whether development funds set aside for parks can be
spent only on a specific development like a subdivision
or whether those dollars can be spent on other park
projects. He also wants the town's existing official
parks plan examined.
Town sewage upgrade
back on track
The province has
sent Exeter a grant
agreement
EXETER - A key
roadblock to Exeter's
proposed sewage treat-
ment system upgrade
was removed recently.
The province sent the
town the provincial -
municipal agreement
for its Exeter sewage
treatment upgrade
grant. The issue was
discussed at Monday
night's council meeting.
The province is giving
Exeter 67.15 per cent of
the eligible project
costs or $2,960,891.
The townwill pay an
estimated $1,214,081.
Town chief adminis-
trative officer Rick
Hundey said Exeter's
share of the two-year
project could come
from reserves or from a
loan or a- mixture of
each.
He added the town
engineer is looking at
the water and sewer
rates to see if the rates
can be tweakedto help
pay for the project.
The town will begin
receiving provincial
money for the project
as soon as the certifi-
cate of approval is
given which is expected
shortly.
Tenders on the project
have already been sent
back and are to be sub-
mitted by April 7.
The upgrade is part of
a larger $5 million pro-
ject to improve both
Exeter's and Stephen
Township's sewage
treatment facilities
through the province's
Water Protection Fund.
Exeter will get an
expansion to its system
to address overloading
problems at the Exeter
and Huron Park plants
and Stephen will con-
nect to Exeter's
expanded facility to
eliminate raw sewage
making its way into the
Ausable River.
