We're going to miss you Glenn - .This was
the theme of the evening as*friends and co-
workers marked Glenn Kells' retirement as
Exeter's Works Superintendent at South
Huron Recreation Centre Saturday night.
Kells was described as a person who
"Never says no" in a tribute given,by Bob
Dinney, on' behalf of the Exeter Lions Club.
Co-worker Ross Mathers, captured the senti-
ment of the evening as he said Kells would
"truly be missed." Glenn and his wife Joan
try out one of the many gifts presented to
Glenn, a set of wicker furniture. One of the
highlights of the evening was a spoof of a
Village People performance led by Laurie

GRAND BEND - A letter op-
posing the proposed Grand Bend
casinl0 had one e:ouncillAr's hack-
les up at Monday's meeting. -
"This is. the most offensive' thing
i've ever read coming from people
who claim 'they are Christians,"
said councillor Bob Mann.
Mann's strong -words were in re-
gards to a letter that had been sent
-to council from a group of six area
Grand Bend churches.
- "We are critical of the increased
focus by. government; to generate
revenues through gambling in -its
various forms," said the letter. ''\We
believe that the -action of the Coun-
cil of the Village of Grand Bend
was predetermined." The letter
goes on to question council's meth-
od of passing the controversial mo-
tion on building a casino."
"Why was it conducted in a ques-
tionable manner and tines'" the let-
ter asks. "Why was the whole com-
munity of Grand Bend . mit
considered after requesting input
and especially when amalgamation,
is in the immediate future:'" - .
Mann was disturbed by: the let-
ter's allegations.
• "Are they saving we -had. some
kind of conspiracy.'" Mann ques-
tioned. "It is questionable tactics
that people from churches suggest
this was some kind of conspiracy.'
Marin. went on to say that cOuncil
made sura that everyone's interest
who were pertine-nt to the ' issue
were heard.
Other Grand Bend. council mem-
bers'reununed relatively quiet on
this issue. Council eventually
passed a motion to note and file the
letter.

No immediate crisis
Water supply OK for
at least 10 more years
By Kate Monk
T -A Reporter
EXETER - There is no immediate crisis in the Exeter water supply ca-
pacity but the vulnerability of many of the sources increases long-term
risk.
That:was the bottom line of a study by B.M. Ross and Associates to de=
termine Exeter's current reserve capacity and to develop a preliminary as-
sessment of options to increase available reserves.
Steve Burns of B.M. Ross presented the study .to Exeter Council and the
PUC at Monday night's council meeting.
Burns ,presented a number of.conclusions regarding Exeter's water sup-
ply which is composed of six wells and the Lake Huron pipeline.
The consulting firm's concerns with the security of the water 'sources
flow from two issues. AI(of the groundwater sources are overburden aq-
uifers susceptible to. contamination. The security issues with respect to the
Stephen pipeline relate to a lack of standby power facilities and_the fact
- that Exeter has no control of the source.
The Town of Exeter has enough water to accommodate the current rate
of growth for at least another 10 years but not.enough to meet Suntastic
Hothouse Inc.'s verbal request for water -for 1;000 cubic meters per day:
The numbers in the report are based'on each Exeter resident using 0.867
.. cubic meters of water per day -with 2.3 people living in each household.
For water supply management purposes. the study must use the maxi-
mum daily usage- figures. even though those numbers are twice the aver-
agedaily usage.
Figures to determine the -System Firm Capacity" must assume the•larg
est source -o1: water could be lost: In the Exeter scenario. it was assumed
the largest source. the Lake Huron pipeline. would not be out of service.
hut, anallowance was made for the loss of the second largest source. the
Moodie"Well.
Using this basis. the total committed water usage is 6.80$ cubic meters,
per, day which includes currently registered but undeveloped lots for 690

Hospital chairman claims
MPP speech was misleading
Russell says $13 mil-
lion has been removed
from .hospital funding
EXETER -.South Huron Hospital
chairman Verla Russell says a
speech made by Huron MPP Helen
Johns on May 11 regarding hospital
funding was misleading- because
funding has decreased. not in-
creased as Johns claims. •
"Her speech was misleading in
that- the S1.3 million was. taken out
of hospitals' budgets." Russell said.
D0%4nsiiing has occurred ii% all't'ac-
ets of hospital.operations to balance
the budget. However. two hospitals
in Huron and' Perth (which Russell -
did not identify) cannot -handle the"
funding, reductions due to •'chronic
underfunding".
Hospitals. in Huron' and Perth
have formed a:partnership in order
to save money and stilt maintain
patient services. However. Russell
doubts enough money ran be saved
from Joint administration to keep
up with inflation' as hospital fund-
ing is tlatlined.. • -
•"There is -not S13 million going
back into patient care services as . .
her speech states. This is ' a re '
duction to services not an increase. •
We find this misinformation to be
rather disconcerting," Russell said.
The Huron Perth -Hospitals Part-
nership Committee held. their first
Official meeting in May and elected
chairperson Kerry Blagrave. vice=
chairperson Anne Lake and treasur-
er Bryan Bertger.
Each hospital has appOinted three
representatives io the partnership
committee. South Huron Hospital's
reps are Douglas .Hoover. Clay
Murray .and Russell. An alternate
has not yet been appointed.
Under the. partnership. the eight
hospitals in Huron and• Perth wttl
share one administrator — a com-
mittee has been formed - to-. under-
