Lucan receives third highest
infrastructure program grant

LUCAN - The Village of Lucan
will receive more money for infra-
structure projects than originally,
expected, but it doesn't have much
time to decide where it's needed.
On May 2, the Province and the
Federal Government . reached an
agreement to renew the Canadian-
'Ontario Infrastructure Works. pro-
gram designed to provide funds foe
the ,renewal of physical infra-
structure and to generate employ-
ment fof the 1997-98 fiscal' year,
The $459 million available from
the program will be allocated tQ
transportation, water and sewer, or
community health facilities. ,From
that total, $263 million will go to-
wards municipal -related progra1 s.
When the village irecdided ino-
tificption from the' Association of
Municipalities Ontario, regarding •
the second ,phase of the infra-
structure program council estilnat-
-. ed it will only receive a small por-
tion because the province indicated
allocations to niunicipalitiies ,will „be
. based on a per capita basis.
But, according to Administrator
'.Ron Reymer, the village- received
$78,000 the third highest grant in
the county behind Strathroy and
Lobo Township. in comparison
Biddulph - only . received ap-
proximately $20,000.
But council will haveto decide
where to spend it before the June
13 application deadline leaving lit-
tle time for preliminary work or
analysis.
"That's the stage we're at now, If
we have any ideas now is the time
to put them on the -table," said
Reymer adding council .will be
rushed to determine where the
money should go by its June 3
meeting.
Two unofficial projects discussed
during last Tuesday's Council meet-
ing included paving the parking lot •
at Elm Street Park and covering the
'tanks 'at the sewer treatment.plant.
Currently the tanks areexposed to
sunlight. which is creating an algae.
problem. ,

Parking response •
•In other news, Lucan responded
to a -letter from Douglas Cassan,
president of the Lucan and Area
Business Association, requesting
measures be taken to reduce the
congestion' on Main -Street caused.
by insuffici"nt parking spaces.
The LBA wants the village to ne-
gotiate with Petro -Canada for the
use of its vacant Main Street lot.
According to Cassan, Petro -Canada
indicated' it is willing to discuss
measures to allow the village use of
• the site if a form of tax incentive or
payment •equal to tax collectible is
considered. - ' •
• "It would be of great convenience
to Lucan/Biddulph shoppers and
'travellers and contribute to the
health of all downtownbusinesses
if additional parking could be ar
ranged," the letter stated: • . -
Councillors didn't agree with giv-
ing Petro -Canada a tax break and
some didn't think extra parking
was necessary, however, council
agreed to write a letter asking Pe-
tro -Canada if it is willing to allow
its site to be used as a parking lot.
GB supports pro beach volleyball
The tournament that plays host to
Australia will begin August 15 .
GRAND BEND - At its May 20 meeting, Grand
Bend Council gave its full support for the Labatt Pro
Beach Volleyball tournament to be held on the main
beach from August 15 to 17. Set up will begin August
14.
"This.council is very much in support of beach vol-
leyball," said Deputy Mayor Phil Maguire.
Council also approved a special - event application
from Kevin McFadden, who will be operating beach
,volleyball tournaments on July 4 and 5 as well as July
25 and 26. All the events will be organized in partner-
• ship with the Ontario'Volleyball Association (OVA).
The village is interested in using the dates as an op-
portunity to learn how to run tournaments in anticipa-
tion of a successful bid for the 2001 Summer Games.
If London and its partner municipalities are awarded
the games, Grand Bend will host the sailing and beach
volleyball events.
"We're going to learn from you, how to do it." said
Mayor Cam Ivey adding, "Beach •volleyball is a sport
that makes sense here."
The pro tournament will include- a licensed area in
connection with Labatts, which sponsors the sport.
Organizers assured council proper controls will be put
around these venues.
The OVA hopes to continue to build the profile of
beach volleyball both in the province and nationally.
The organization is dependant on the private sector for
future growth and is pleased with the recent Canadian
Olympic bronze metal that has attracted major advert-
izers to the sport.

Charges
pending
following
collision
KIRKTON - Charges are pending
as a result of an collision that in-
volved two vehicles sustaining se-
vere damage.
The accident occurred on May 25
at 3:30 p.m. on Highway 23, north
of Huron Road 6 at the Kirkton/
Woodham Community Centre en-
' trance. A 1994 Geo, driven by
Brian Hardeman, 55, of Usbornc
Twp., collided with a 1984 Ponti-
ac, driven by Kenneth Howse, 43.
of R.R. 1, Brunner. Both drivers .
and three passengers, Patricia
Howse, 42, Daniel Howse, 13, and
Dakota Storey, three, were taken to
St. Marys Hospital by amhulancc.
Kenneth Howse was transferred to
Victoria Hospital in London.
Hensall
residential
taxes drop
HENSALL - Residential taxes
decrease, education taxes rise and
the county portion remains steady.
That's the news for Hensall tax-
payers this year; according to a May
12 council meeting at which the vil-
lage mill rate was approved.
The 5.2 mill rate means an
$80,000 property will receive a mu-
nicipal tax bill . of $417.60, down
from $429.06 last year.
Homeowners will pay $705.57 for.
education this year, compared to.
$681.76 last year.
The entire property tax hill on. an
$80,000 assessment totals
$1,300.59 compared to last year's
total of $1,29 f .24.
Commercial mills were set at ap-
proximately 6.1 for general munici-
pal, 2.6 for county, 19.1 for public
school and 18.8 for separate school..
The village will raise $364,932
through its own taxation. It will col-
lect $157,666 for the county and
$628,448 for school hoards.
