Farm mill rate may
bankrupt rural
municipalities
USBORNE TOWNSHIP - Usborne Township Council passed It
' manna supporting the Township of Grey in regard .to: concerns
about the 25 per cent rate on farm land intended to replaceahe Farm
Tax Rebate. - .
It believed by Grey and Usborne this change will adversely. af-
fect rural municipalities unless the province guantantecs the direct
flow of farm tax rebate'dollars back to these municipalities. •
'The 25 per cent mill rate .has the potential to:bankrupt rural mu-
nicipalities,"stated a motion that will. be' forwardedto Huron MPP"
Helen Johns as well as the Minister of Agriculture.
Council _also supported an Association of Municipalities of 'On- .
tario (AMO) • .resolution that indjcates a downloading . or re-.
sponsibilities to municipalities including funding social services,
health services and ...provincial housing.- is ."completely un-
acceptable."
• ' - Drainage construe tion:.
In a report analyzing 1996 drainage construction, it was noted the
Provincial grant. on maintenance costs covered work up to July 31,
1996 only, .The grant was._also short -on its -50 per Cent, share of .
drainage superintendent costs. - •
Council will advise landowners :requesting drain maintenance in
1997 that the provincial one-third grant may not be available -to cov-
er ashate of drain costs. ' . -
MTO park .: ,
Council agreed it is not. interested in purchasing the Ministry of
Transportation park on Highway 83 declared as surplus. _
- The MTO would -provide the township. with a current appraised .
. market value assessment if: it is interested in purchasing the prop-
erty. If •the township acquires -the- property, the, -ministry will in-
clude a .clause in'the decd that - returns any profit generated by a•
higher re -sale price.

The original bylaw was drafted
. in order to help alleviate vandalism
problems occurring in Lion's Mar-
ket Street Park and the Optimist
Elm Street Park.
Council tabled the proposal 10 -
seek feedback from local service
groups, but in the meantime they
were informed by their solicitor,
they couldn't specifically apply a
curfew bylaw to a certain area as it
would have to be municipal -wide.
"it meant putting the entire vil-
lage under curfew, which obvious- • •
ly isn't workable," said Clerk Ron
Reymer.
Council already has the support
of the First Lucan Scouts and is
waiting for a response from the Li-
ons Club and the Optimists before
they attempt to pass the new re-
stricted park hours at a future
meeting.
Waste
management
HURON COUNTY - The sooner
the county . can get out of waste
management, the better says Huron
County's head planner.
Gary Davidson told county coun-
cil at its. regular February meeting
that the planoing department had'
heard the wishes. of council at a
-waste 'management planning meet
ingin Clinton last fall. But for now,
-
"the :county continues to work on a
waste management master plan -
which would serve the county well
into the next century. . •
.The plan calls for each rnunici:• •
-pality, when it runs out of space its
landfill site, to• use either Morris
• Township or Exeter's landfill sites.
Wingham will be the first to run
out of space at its landfill site, like-
ly in.the next -live years..
Neither Exeter nor Morris Town-
ship has yet agreed to the plan, but
both are interested, as long as com-
pensation is forthcoming.
Coun. Mason Bailey•of Blyth re-
iterated his council's concerns that
-they should pay nothing into any
other site unfit they: need it. -
"Our landfill :site doesn't need
anybody else's help," he said. Re-
cent tests have revealed that Blyth's -
landfill site could be excavated and
half of its contents recycled.
