on education reform is being re-
leased as this statetrtent is being fi-
nalized. Significant changes are be-
ing confirmed which will bring an
end to the Huron County Board of
Education and the Huron Public
Education System as we know it
today. The trustees of the Huron
Board have established a 'Readi-
ness Team' comprised of the Chair,
Roxanne Brown; the Vice -Chair,
Allan Carter, Paul Carroll, Director
of Education and Secretary -
Treasurer; and Janet Baird -Jackson,
'Superintendent of Business. The
team will act on behalf of the
school system to serve the interests

seek the advice and direction of the
Executive Committee of the Board
and the full Board of trustees as the
new directions for transformation
unfold in the next 30 days.
The Board and the Readiness
Team have already taken a number
of preliminary steps to prepare for
the dissolution of the Huron
County Board of. Education. In a
major and very bold way, the
Board has sold its old headquarters
and has already moved into surplus
space in a secondary school. The
Readiness Team has taken under
advisement a planning report, pre-
viously approved by the Board, to
consider the downsizing or even
the elimination of trustees in any
one of the three governance models
which will result from the Crombie
recommendations. The committee
has already met with representa-
•:ljives of all employee groups to is-
sue re -assurances that we will en-
'deavor to support the needs of our
almost 1000 employees as the tran-
sition unfolds. In cases where col-
lective agreements have been set-
tled, job security has been assured -
and, in support of that, concessions
have already been made in those
agreements to ensure that future
downsizing will match anticipated
retirements and other staff reduc-
tions.
The Chair, Roxanne Brown, and
the Vice -Chair of the Board, Allan
Carter, have already identified and
published those elements about
which parents and the taxpayers
should be wary as new governance
and finance directions are deter-
mined. In cooperation with its em-
ployee groups, five public informa-
tion forums have been held - the
last being this evening at 7:30 p.m.

tary on the expected changes in
governance, finance, and the pro-
posed changes foe secondary
school reform in Ontario education.
The Director, Paul Carroll, has
been an active participant with the
Ministry, with the Ontario Public
School Directors and Supervisory
Officials, and other provincial
groups to represent the interests of
rural Ontario and Huron County
communities and taxpayers in these
radical changes. The Superinten-
dent of Business, Janet Baird -
Jackson, has exercised influence to
represent our needs for agriculture,
commercial and industrial taxpay-
ers through work with the regional
business officials' group and the
newly re -structured, regional (Dis-
trict) Ministry of Education and
Training Office in London.
It is absolutely clear that the ma-
jor initiatives in technology under-
taken by the Board - commencing
in 1988, the 10 -year rebuilding pro-
gram for school renovations - com-
menced in 1989, and the long
range financial planning exercise to
reduce spending by almost 6 mil-
lion dollars - commenced in 1993,
will leave Huron Public Education
schools and students largely unhurt
during this change.
It is also clear that certain other
changes will not be pleasant for lo-
cal residents. Property taxes in Hu-
ron County will rise by at least 30
per cent in any new model of fund-
ing - unless education is removed
from the property tax base.
The other major requirement will
be a new imperative to collaborate
and to work in partnership in the
public agencies (health, social ser-
vices, education, and the municipal
sector), and with the private sector
of local small business and larger
manufacturing and industrial con-
cerns to reduce public spending.
Another billion dollars must be re-
moved from public education in
Ontario - and that is just for 1997!
More cutbacks will follow in 1998.
Voluntary partnering has not
worked in enough cases. While the
Huron Board has an enviable track
record in partnering to save taxpay-
er costs for a number of social ser-
vices, health support by working
with Huron County Home Care
and others for services to children
in our schools, and by collaborat-
ing with the federal Human Re-
sources Development Canada
agencies for adult education and
training, the committee firmly be-
lieves that much more money
could be saved if partnerships were
to be imposed by the province to
force public and Catholic school
boards and upper and lower tier
municipalities to work together.
The Readiness Committee wish-
es to remind the public and the tax-
payers of Huron County that trus-
tees and administrators of the
Huron County Board of Education
proposed, in June and July of 1993,
with the support of the Ministry of
Education and Training, a broad
amalgamation of public services to
enjoin numerous aspects of deliver-
ing support for local school boards
and public agencies to save tax doh'
lars and to reduce public spending.
The Board continues to aspire to
new partnerships and to collaborate
with others now also caught up in
the new realities of downsizing and
lower levels of spending as im-
posed by the Province of Ontario.
The Huron County Board of Edu-
cation does not fear change. Its
members are ready to negotiate
new arrangements as will soon be-
come legislation under the direc-
tion of the Minister and the Ontario
Government. When the boundaries
for the new municipalities are fi-
nalized in the next few weeks, the

GUELPH - An innovative, new
soybean contest is giving Universi-
ty of Guelph students food for
t thought...,.R., sod/
The contest,-'.' ca ed'' Project
S.O.Y. (Soybean Opportunities for
Youth) is a joint initiative between
First Line Seeds and the University
of Guelph. It rewards students for
developing new research and mar-
keting strategies for Ontario soy-
beans. Project S.O.Y. has certainly
caught the students' attention -
when the deadline for entries
passed in late November, nine
teams of students had put forward 'a
range of innovative project propo-
sals.
"We're very impressed with the
wide spectrum of projects," says
Peter Hannam, president of First
Line Seeds. "We believe the posi-
tive response from students is a
sign that some truly original ideas
are being developed."
Entries span the faculties of engi-
neering, food science, crop science,
and agricultural economics and
business. Soyrbased snack foods,
the use of soybean -generated foams
for insulation, and the marketing of
soybean feed for swine production
in China are just some of the pro-
ject ideas that students are develop-
ing.
Project development will be car-
ried out over the winter semester by
the student teams. Cash prizes of
$2,500, $1,000, and $500 will be
awarded to first, second, and third
place winners, respectively, in both
graduate and undergraduate catego-
ries.
The driving force behind the con-
test is First Line Seeds' efforts to
identify new ways to utilize soy-
beans, raising the profile of this
commodity and increasing demand
for soybeans and their products.
"There is great potential for soy-
beans," says Hannam. "Project
S.O.Y. will help to identify new
and innovative uses and marketing
strategies for ever-increasing soy-
bean yields. The bottom line means
developing profitable markets for
farmers."
"There are almost two million
acres of soybeans planted each year
in Ontario because of the research
and development of improved seed
varieties and better management
practices," says Bruce Luzzi, soy-
bean breeder and geneticist at the
University of Guelph, and faculty
co-ordinator for Project S.O.Y.
"Expanding the market for these
soybeans is a goal of this event."
The enthusiasm shown by stu-
dents in the first year of the contest
is a promising sign of the resources
yet to be tapped when it comes to
research and innovation.
'The University of Guelph is an
excellent place to hold an event like
this because of its key crop science,
food science, engineering, and agri-
cultural economics and business fa-
culties," says Hannam. "The quali- -
ty of the entries certainly speaks
very favourably of student interest
in soybeans," he notes, adding that
"the students of today will be the
leaders of the industry tomorrow."
Huron County Board of Education
Readiness Committee will be will-
ing and anxious to sit down with its
new partners to commence the long
and arduous planning process to
plan the reform of governance, fi-
nance and organization for our new
school system. The primary inter-
est of the Board and the Readiness
Team will be to meet the educa-
tional needs of the children in our
30 local schools, and to respect the
constraints of the new funding for-
mula which, hopefully, will be re-
moved from the property tax base.
