councils misinformed
when complaining
about ABCA levy,
says general manager
EXETER - In response to renewed municipal council concems over the
budget of the Ausable Bayfield Conservation Authority, general manager
of the ABCA, Tom Prout, issued a release last week suggesting some of
those complaints may be misinformed.
Tuckersmith Township council started a protest against a five percent
general levy increase, the portion of the ABCA budget charged to the
member municipalities, and several councils have added their voice to the
complaint. However, Prout points out that the ABCA directors approved a
four percent increase last November, not five.
The four percent increase, explains Prout, adds up to less than $13,000
above -last .yeafs-leval..and that will fee -spread over the 32 member munici-
palities according to watershed assessment
"We've heard reports that some municipalities think that our levy in-
crease is five percent," reads Pcout't release. "We're not sure how the five
percent rumour started, since we sent a letter to all municipalities on No-
vember 28 stating that our increase would only be four percent. The four
percent increase is in response to a request by the municipalities to keep
the increase to five percent or less."
Prout says that on a per person basis, the levy increase amounts to only
30 cents; meaning thai total levy.is now $7.94.
"Thirty cents is not a lot to keep the programs and services of the ABCA
intact A movie ticket still costs more than otlr'.per capita levy," said
Prom.
Provincial funding and user fees account for 80 percent of the ABCA's
operating budget, which for 1992 will be in excess of $2 million. The levy
to municipalities accounts for some $337,328, which Prout says is a good
deal considering the services and programs which are used by residents.
