To abandon rail line OTTAWA - The National Trans- portation Agency of Canada (NTA) today announced that it has granted the Canadian National Railway Company (CN) authorityto aban- don the operation of its Frest Sub- division between Lucan and Park- hill, a total distance of 15 miles, in the Province of Ontario. In 1982, in response to an aban- donment application from CN, the Canadian Transport Commission ordered that the operation of this branch line be continued. In Febru- ary, 1986 the case was reconsidered and it was ordered that the Parkhill to Lucan segment would remain in operation. On February 1, -1989, the NTA issued a notice that is was reconsidering the application and in- vitedpublic submissions. The process for reconsidering an application to abandon the opera- tion of a line is set out in the Na- tional Transportation Act, 1987. The NTA must decide wheth er or not the operation of the line is eco- nomic, and if not, whether there is a reasonable probability that the op- eration of the line will become eco- nomic in the foreseeable future. If the operation of the line is un- economic and is likely to remain so, the NTA must approve its aban- donment. If, however, itis found that the operation of the line is eco- nomic or might become economic in the foreseeable future, then the NTA must determine whether it is in the public interest to retain it. In the case of the Forest Subdivi- sion, the Agency concluded that the operation of the line is at present uncconom tnd is likely to remain so. From 1985 to 1987 the branch line incurred annual losses of, $50,230 (with 95 carloads), S99,577 (with 138 carloads) and $81,233 (with 43 carloads) respec- tively. The order to abandon opera- tion of this subdivision will take effect in thirty days. • .
