USBORNE TOWNSHIP - Os-
borne township's capital budget
this year will include the purchase
of a road grader, and the town-
ship's share of a new pumper for
the Exctcr and area fire board.
At a special meeting in early
June, council accepted a tender
from Southwest" Tractor, Lamb-
eth. Articulation and wet disc
brakes were standard equipment.
on the John •Deer machine, but
would have been an option cost-
ing over 57,000more on the
competing bid from Champion
Road Machinery. The price from
capital expenditures in
Southwest, including sales tax, is
5127,308.24.
The municipality will cut back
on construction this year to free
money for the grader purchase.
During the regular June 21
council meeting, all members of
council voted affirmatively in a
recorded vote approving the rec-
ommendation that the Exeter fire
department purchase a pumper
truck, with Usborne's share set at
$56,711. Only $19,009 remains
to be raised, as S37.612 has al'
ready been set aside in a reserve
fund.
Thrcc tenders for shouldering
construction on Huron St. East
were opened. C.E. Reid and Sons
bid of S16,870 was the lowest,
and the one accepted.
A partial payment of S61,000 to
Jennison Construction for gravell-
ing was approved.
Road superintendent Ken Parker
advised council that dust control
measures are now completed, but
some corners will be touched up.
A timber sale agreement from
Jake Hovius Jr. was accepted. He
will pay the township S1,800 to
Osborne
cut down 31 hickory, 18 ash, sev-
en hard maple and one white oak at
the Webber farm on part lot 25, con-
cession 8.
Clerk Sandra Strang was instructed
to send a tenet to the owner of lot 7,
concession 11, advising that the mu-
nicipality will not be responsible for
any damage done to trees he has -
planted on township property. The
property owner will be asked to
move the trees back onto his own
property by May 31., 1989.
The next regular council meeting
is scheduled for July 12.
Highway Tratflp Act violations
EXETER - The majority of the
cases before J. P. Doug Wedlake in
Exctcr court on June 21 pertained
to violations of the Highway Traf-
fic Act.
The mother of Stephen J. Morri-
scy, RR2 Crediton, appeared to ex-
plain why her son had produced
more than one driver's licence
when stopped for a driving infrac-
tion on county road 5 in Stephen
township on June 18. She said her
son had been temporarily suspend-
ed, and had kept the second licence
received after the suspension. He
did not destroy the one licence on
getting his trucker's licence, she
explained.
Morrissey was fined 553.75 with
15 days to pay.
Tracy H. Livingston, RR7 Luck -
now, was fined •$500 with four
months to pay for driving in Hay
township on May 25 with no insu-
rance.
Hendrikus Hendriks, RR3 Zu-
' rich, pleaded guilty to having no
slow-moving vehicle sign. Police
were called when another vehicle
ran into the back of the sprayer he
was towing behind his tractor on
county road 2 in Hay township on
May 2. The sprayer did not have
.a sign on it, and the one on the
tractor was not visible. Hendriks
paid his S53.75 fine that day-
Shannon P.G. Hrudka, 74 Rich-
mond St., Hensall, pleaded guilty
after a charge of careless driving
was amended tc''lcavc road not in
safety". The charge arosc out of an
incident at 12:30 a.m. on May 21
on concession 4-5 of Hay town-
ship, when the accused, driving
five passengers in a vehicle be-
longing to Larry Eveland, lost con-
trol and struck a tree. There were
no injuries. Damage was $1,500. "
A fine of $53.75 was imposed, with
one month to pay.
Hrudka also pleaded guilty and
'was fined an additional S53.75 for
operating a vehicle without a proper
licence. Police had been called on
May 27 about a motorcycle racing.
on the Rec Centre parking lot, and
stopped the vehicle on John St.. E.
The vehicle was registered to Daniel
Deer struck in area mishap
EXETER - A deer was involved
in one of the six accidents investi-
gated this week by officers of the
Exeier detachment of the Ontario
Provincial Police.
Damage was estimated as light
when a vehicle operated by Alan
Pcnnic ol'Godcrich struck the ani-
mal on Highway 84 on Friday.
Sunday June 19, a vehicle -driven.

out of a private driveway and
struck a parked vehicle owned by
Bryan Fink, Hensall. Damage was
light.
The next day, vehicles driven by
Laura Spragg, Toronto and Paul
Snocys, London collided on High-
way 81, south of Huron road 4.
• The same day, officers set dam-
age as light when vehicles driven
by Jerome Denomme, Zurich and
Warren Harrison, Durham were in
collision on Highway 4, north of
Highway 83.
Damage was moderate when a ve-
hicle driven by Alan Clark, RR 1,
Hay struck a road sign on Victoria
street in Centralia on Tuesday.
The next day, a vehicle driven by
Andrew Wcrle of Hanover went out
of control on Concession 22 , north
of •Huton road 5 and went into the
ditch rolling over. Minor injuries
were suffered by the driver and two
passengers Glenn McBcath, Zurich
and Donald Skinner, Hensall.
During the week officers investi-
gated 49 general occurrences which
included one sexual assault, two
thefts and one incident of break and
enter.
Three people were charged with
impaired driving and driving suspen-
sions of 12 hours each were issued
to six drivers. .
Included in charges laid were 13
Criminal Code, 13 Liquor Licence
Act and 62 under the Highway Traf-
fic Act.
NOTICE TO PUBLIC UTILITIES
WATER CONSUMERS
To conserve water, the Exeter Public Utili-
ties will limit the use of hoses for the wa-
tering of lawns and gardens. This require-
ment includes new lawns and sod.
Effective immediately and until further no-'
tice, the following schedule for ,the use of
hoses will be permitted.

.We have been advised that some customers are wa-
tering lawns and gardens at the rear of their house
during the restricted hours. These customers are
risking Immediate disconnection of their water ser-
vice and a possible fine before service Is restored.
Watering by some cutomers during the restricted
hours could result In the discontinuing of lawn and
garden watering completely.

The 16 -year-old, who had a begin-
ner's licence, was advised to walk
the vehicle home.
Donald Geiger, RR2 Exeter,
pleaded guilty to driving with a ra-
dar warning device.. He had been
stopped in a RIDE check-up on Jan-
uary 11 on Highway 84 in Hensall,
and the officer noticed a coil of wire
under the driver's scat.
Geiger was fined S68.75, with 15-
days
5-days to pay, and the detector was
seize}.
Timothy P. McQuiggan, 344 An-
drew St., Exeter, had his 5250 fine_
for driving while suspended reduced
to S 125 after Wedlake heard his sto-
'ry.. McQuiggan had been told on
July 29., 1987. that he could not re-
new his licence because of an un-
paid fine of $66.25. He paid the
.fine on August 20, and was told it
would take 10 days to reinstate his
licence.
On August 28, McQuiggan was
notified his licence was suspended
for not paying a fine. He found.out
he had been fined twice, once for
having liquour readily available, and
again for an invalid sticker. Both.
fines were for an identical 566.25.
His first cheque had been p d
against the liquor charg, and no
one had advised him he' had two
fines.
Wedlake said this was not the or-
dinary "drive while suspended".
However, he suspended the accusesl's
licence for six months.
Four cxparte cases were heard.
All had entered not guilty pleas.
Although absent, Ronald Riley,
RR1 Hensall, was fined S250 for
driving while suspended when
stopped in a RIDE check on January
12 on Highway 84 in Hensall. His
licence had been suspended indefi-
nitely on November 24 for unpaid
fines.
John W. Creaser, Cambridge, was
fined $45.75 with 15 days to pay
for speeding 108 km in an 80 zone
on county road 6 in Usborne on
May 14.
Four collisions
investigated
EXETER - Four two -vehicle col-
lisions were investigated by Exeter
police between June 17 and June"
27.
Chad Dalrymple; 256 William
St., was riding his bike across the
crosswalk when a vehicle south-
bound on Main St. driven by Lee
Maurine of RR2 Ailsa Craig failed
to stop for the crossing guard and
hit the boy." There were no inju-
ries.
On June 20 a vehicle driven by
Ellen Sockett, RR 1 Lucan, was
proceeding south on Andrew St.
when a vehicle eastbound on John
St. driven by David Wood of 174
Sanders St. East, Exeter, ran into
the side of the Sockett vehicle.
That same day, a vehicle owned
by James Gardiner, Kirkton, was
parked in the rear parking lot of
G.K Realty at 284 Main St.. when
it slipped into gear and struck the
building.
Another collision occurred June
23. Patricia Masse of 46 Devon
Drive, Exeter, was southbound after
coming out of the plaza in the north
end of town when her vehicle was
struck by a vehicle eastbound on
Thames Road driven by Brenda Pin-
combc, RR3 Exctcr.
Two days later, a vehicle driven
by Carlos Brand, Clinton, was
stopped southbound on Main St.
waiting to turn left when struck by
another southbound vehicle driven
by Vinzenz Krainz, Hensall.
Michael Shane Cannon, South-
ampton, was given 15 days to pay a
S47.25 fine for being clocked on ra-
dar speeding 109 in an 80 zone on
Highway 4 in Stephen township on
November 19, 1987.
Mark S. Sutherland, 234 Algon-
quin Dr., Huron Park, was fined
$53.75 with 15 days to pay after a
motorcycle was observed going
through a stop sign on Canada Ave.
in Huron Park on April 2.
Robert, Ellis, RR2 Zurich, sent in
a guilty plea and a cheque for
S18.75 for speeding at 75 km in a
60 zone on Highway 83 on May 3,
1987.

County changes could
be harmful locally
GODERICH - A number of area
politicians warned a provincial task
force last week that the many
changes proposed to strengthen
Ontario's county government sys-
tlrm could at the same time be
harmful to local councils.
Exeter Reeve Bill Mickle said ,
"Giving countiesithe option of tak-
ing over such municipal services
as planning, recreation and eco-
nomic development would be the
first step towards regionalization."
Others said counties should con-
tinue to assume administration of
services as each becomes too ex-
pensive or unmanageable for mu-
nicipal councils.
Turnberry reeve and former war-
den Brian McBurney said, "We are
not out on a power grab to take
over these soles. It's a matter of the
local municipality coming and ask-
ing the county to take over what
they can no longer handle."
Although another former warden
Tom Cunningham agreed about
welfare, libraries and planning be-
ing handled by the county, he later
said services like recreation, sewer
and water and municipal drains
should remain with local councils.
Micklc said that although the
current council may not envision
taking services from member coun-
cils against their wishes , subse-
quent councils may, once counties
legally have the power." Once you
give the power, it is taken and'will
be used."
The Exeter reeve added that an al-
ternative would be for counties and
local councils to contractually,
agree that services be operated by
the county for a fee.
The task force which visited
Godcrich included Oxford MPP
Charlie Tatham and Cornwall
MPP John Cleary. The MPP's are
visiting every Ontario county seek=
ing input, on the "Patterns for the
Future" report released in Novem-
ber , 1987.
Three mayors including Bruce
Shaw of Exeter said hectic sched-
ules would prevent them from sit-
ting effectively on county council.
The report suggests all heads of
council represent. their municipali-
ties at the county level.
They said the change should only
be implemented if a designate
could be appointed by each council
to teprescnt the mayor.
Exeter council briefs
EXETER - Permission has been
given to the student body of Cen-
tralia College to canvass Exeter
residents on behalf of the Arthritis
Association of Canada.
The canvass is planned for Tues-
day, September 28. In 1987 more
than S2,600 was raised in the Exet-
er arca.

Mayor Bruce Shaw reported that
one grant in the amount of
S38,000 has been approved for en-
crgy reduction by steel cladding at
the South Huron Rec Centre and
another, application was in the
works. '

last year a number of merchants re-
moved the blockades from in front
of their businesses, on the perimeter
of the BIA area which basically runs
from Huron street to Gidlcy street.

working on getting additional asso-
ciate memberships from businesses
located off Main street. Currently
there arc 140 full memberships and
30 of the associate designation.

A bylaw was passed which re-
scirtls a total of 29 previous bylaws
that are considered redundant and ob-
solete. Deputy clerk -treasurer Lau-
rie Dykstra said she spent five days
going through reams of bylaws to
weed out those which do not have
any further application to town
business.
• The oldest bylaws rescinded were -
a bylaw in 1950 to provide for the
establishment and regulation of a
volunteer fire brigade and one in
1947 to sign an agreement betwen
the town and Bell Telephone Com-
pany of Canada.
