A resolution strongly condemning
the Canada -U.S. free traded l,as
harmful to Canada's sovcrcignt7and
economic interests has received over-
whelming approval from the Ontario
Legislature.
Noting that Canada would give up
far more than it gains under the
agreement, the resolution urges the
Parliament of Canada to reject the
deal.
Introduced by Industry and Trade
Minister Monte Kwintcr, the resolu-
tion says the agreement fails to -ad-
dress Canada's needs and goals,
while making significant conces-
sions, which could prove costly to
Canadians.
The deal fails to secure access to
the U.S. market for Canadian goods
and services and provides no assu-
raneu of fairer treatment of Canadian
exporters.
"Under the proposed agrcemcnt,
Canadian exporters could still be
penalized in the United States as a
result of Canadian policies and pro-
grams to promote industrial develop-
ment, reduce regional disparities and
manage our natural resources," -the
resolution says.
The resolution also says the agree-
ment would: -- eliminate tariffs si-
multaneously in both countries de-
spite the fact that Canadian tariffs
start at a higher level.
-- undercut safeguards which have
ensured the existence of a dynamic
Canadian auto industry, and reduce
Canada's ability to attract offshore
auto industry investment.
-- threaten the existence of signifi-
cant sectors of the agriculture and
food processing industries.
The resolution was approved by
the legislature by a vote of 79 to 26.
Agriculture loses under free
trade deal
Ontario fruit and vegetable grow-
ers can expect prices to drop by
about .10 percent under the proposed
free trade agreement..
That was one of the points that I
made during the legislative debate on
the government's resolution con-
demning the proposed Canada -U.S.
free trade agreement.
During the debate, I told the
House the elimination of tariffs on
fruit and vegetable imports is ex-
pected to result in a broad price de-
cline as our growers move from to -

New Democrats from across Hu-
ron County met at the Clinton Pub-
lic School on January 10 to elect an
executive for 1988. The new execu-

A lively discussion on Free Trade
followed the election of officers. In
his report from tie Provincial
Council Tony McQuail pointed out
"family farmers and Canadian work-
ers will be played against illegal
Mexican workers in the United
States. These exploited workers arc
paid terrible wages with lousy
working conditions. Ten years ago.
the banks told us we had to pay the
high interest rates they were charg-
ing third world countries.

The processors of fruits and vege-
tables are in a similar predicament.
The shorter harvesting seasons in
Canada results in plants having
higher fixed costs per unit.
The adjustment pressures faced by
fruit and vegetable growers also
raises the issue of whether Canada
can maintain more stringent health _
and safety standards that raise the
costs for Canadian growers, but
may not protect Ontario consumers
from imported products.
Fruit and vegetable growers have
long complained that they do not
have the same access to fungicides
and pesticides as U.S. growers,
which in turn reduces the cost of
imported products.
The agreement has a general com-
mitment to the harmonization of
technical standards. The impact of
this harmonization on our growers
remains to be seen.
It is obvious that this agreement
is not a good deal for our fruit and
vegetable growers. And it's not a
good deal for our wheat producers
or for our chicken egg, turkey and
milk producers.
Against these losses, you have to
stack up the small gains that our
beef and .pork producers could re-
ceive because of the agreement to
exempt each other from the quantit-
ative restrictions under each other's ,
meat import law.
When you stack up these small
gains against the larger losses in
both agriculture and other areas, i
think you can sec why I, as mini-
ster of agriculture and food, am op-
posed to this free trade deal.
