Welfare employment program challenged
Huron County's social services
department policy of requiring em-
ployable welfare recipients to partic-
ipate in a job search program has
been challenged, county council was
told at its regular December session.
The county's social services direc-
tor, John McKinnon told council
one of the county's welfare recip-
ients ha§ refused to take part in the
job search and claims it is unconsti-
tutional for welfare administrators
to demand one. In an interview fol-
lowing the meeting, Mr. McKinnon
said the challenge is scheduled to be
heard at a private closed hearing in
Goderich later this month.
"If that person wins his case, it
will have far-reaching implica-
tions," Mr. McKinnon warned
members of council. Information on
the challenge came to light during
presentation of the social services
committee report to council. At that
time, Mr. McKinnon was respond-
ing to questions from Bayfield
Reeve Dave Johnston who wanted
to know why the department had
employable people on its welfare
rolls.when some employers are un-
able to find people to work for
them. The Village of Bayfield has
been advertising unsuccessfully for
months in an attempt to find people
willing to do some work for the
municipality, Mr. Johnston said.
He suggested "something's wrong
in the county" when it is difficult to
hire atfybody to do the work. "The
problem is that maybe employers
can't afford to pay therm as much to.
work as the government pays them
not to," Mr. Johnston said.
Tuckersmith Township Reeve
Bob Bell asked McKinnon the ex-
tent to which the department fol-
lows up on job search sheets turned
in by the welfare ients. McKin-
non admitted that
rale
follow
up takes place since rsonal con-
tact by the department is almost cer-

McKinnon's warning of far-
reaching implications should the
challenger's claim be upheld at the
private hearing prompted Johnston
to suggest that "if that happens,
then you will have 32 more people
(from county council) applying for
welfare."
