Teachers question
door -td -door efforts
The provincial executive of the On-
tario Public School Teachers' Federa-
tion recently endorsed a resolution in-
dicating that door-to-door fundraising
in particular, and fundraising by
students, parents or teachers in
general, for the provision of educa-
tional aids or experiences considered
as normal facets of an educational
programme, should be discouraged.
The educational environment in
which today's students participate is
exciting and diverse, and money rais-
ed through fundraising drives has
contributed to exposing our children
to a broad range of experiences in and
out of our school buildings. local field
trips, graduation ceremonies, school
beautification, computer hardware
and playground equipment are
financed largely through school
fundraising.
An average school raises $3000 to
$4000 a year, according to an OPSTF
survey of 1641 schools done in the
spring of this year. This is quite a
substantial amount of money!
At a time when school budgets are
being reduced, curriculum guidelines
from the Ministry of Education
recommend that schools keep up with
our ever changing society in the areas
of technology and values. Obviously,
our school leaders want to stay
abreast of these changes and they are
usually forced to raise funds to do so.
However, there are obvious risks in-
volved when we send children can-
vassingfor money door-to-door.
When schools participate in fun-
draising, they also allow companies,
who are solely interested in making
profits, to employ our students to act
ing it a wonderful day. as salespeople. An even greater con -

cern is the vulnerability of children ay
they go door-to-door. In this season of
goodwill and peace we often forget
that children can be put into some
potentially hazardous situations as
they raise money for their school.,
Fundraising is generally a result Of
the lack of sufficient funding for
elementary schools. OPSTF has lob-
bied steadily for the past two years to
see the ordinary expenditure ceiling
for elementary pupils raised to at
least the same level as that provided
for secondary pupils. This is NOT the
fault of the local School Boards but
the historical policy of our Pi inial
Governments. Clearly, the Issue of
fundraising in our schools is a concern
to all parents and teachers, and re-
quires further investigation. The
resolution that was passed by the Pro-
vincial Executive o,f the OPSTF was
made with the express intent of
reducing possible risks for our
youngsters. The OPSTF-Huron
members concur with this intent and
made a similar motion at their Fall
District Meeting.
Presently there is active support for
the protection of our children through
excellent programmes like Block
Parents. Possible people should look
at protection on an even broader scale
by contacting the elected provincial
representatives seeking their help in
support of our youth (and future) by
ensuring proper funding to eliminate.
the door-to-door fundraising. The
greatest gift we could give our
youngsters would be a guarantee of
their safety.
