Ile assured council he was com- plying with the conditions set out by the planning department in October 1984 when he applied for the second severance. Overholt said he wanted to allay neighbours' fears of extensive development. and a resulting less of privacy, by declaring his intentions before council, and county planner Patty White. who also attended the meeting.
