The move. approved Wednesday by llntario Health Minister Keith Nor- ton. involves a proposal by Kilbar- chan Nursing Houle owner Tom Kan- nampuzha of Mississauga. to build a new centre in Exeter rather than face the. expense of upgrading the con- verted Seaforth house to meet 1985 health ministry. standards. What has angered town 011icials is they were not informed that the move was contemplated. Irwin Johnston, Kilbarchan ad- ministrator and member of the Sealorih town council. apparently knew of the impending decision but didn't tell fellow councillors. Johnston has since resigned his council seat. Mayor Alfred Moss said he was ;hocked when he learned of the deci- sion to transer Kilbarchan from Sea tort h It was like having a bombshell drop- ped on us. Had we known before the decision was made we certainly would've tried to keep the facility in Seaforth. Now we have to work to see it we can't get the decision reversed." he said. •'What I don't understand and what I'm trying to find out is how the ministry can come into a municipali- ty' and move something like the nurs- ing hone without notifying anyone." Mayor Alf Ross added that in his mind Seaforth couldn't afford to lose the :30 beds provided by Kibarchan Nursing Ilome. Ile said because of that and other factors the transfer of Kilbarchan to Exeter could have quite an impact on the town of Seaforth. "Seaforth shouldn't be losing a 30 room facility. Not when the Manor. (Seaforth's second nursing home. also privately owned). the hospital and Kilbarchan are already running at capacity. Who established that Seaforth didn't need these:10 rooms'' As far as the building being condemned or whatever - it did need some repairs to meet 1985 specifications. But what's wrong with having a new home built in Seaforth' Why move these people to Exeter? Mayor Ross also expressed some concern that councillor Johnston had not seen fit to tell sonleorle about the impending decision. "I don't see how you can serve two masters. We go to the street to get elected and we have a responsibility to the public. 1 don't think he lived up to that responsibility Taking the public's point of view 1 don't know how we justify what has happened I don't think he was looking after their best interests," he said. Neither the ad ministra1or nor Kilbarchan owner Mr_ Kannampuzha could be reached for comment. Seaforth Community Hospital ad- ministrator Gordon McKenzie was also upset by the ministry decision "The hospital position is such that we're not overly fond of the fact that the Ministry has decided to move the nursing home to Exeter." he said. "We are concerned that the municipality and hospital were not advised about the trove. We're con- cerned also that in an economic sense there may be a reduction of employ- ment in the community and we're concerned about the reduction of health c•are.'• Cutting the number of beds in Seaforth could mean serious ramifications for the hospital in the future. When it comes to us relocating patients it'll be one less place for us to ulihze... The 54 beds provided by the Manor will not be enough to ser- vice the community. he adds. "1f they thought it was necessary to transfer the nursing home they should have at least notified the community involved. there's no law that says they have to but from a moral point of view and from a patient point of view it would have been nice. It will be very disruptive for the patients if they have to more-" Also concerned about the welfare of the patients al Kilbarchan are Bill and Lois lfodgert, former owners of the nursing home. According to the lfodgerts the transfer of the nursing home to Ex- eter shows a lack of genuine concern on the part of the ministry and 11r. Kannampuzha for the future of peo- ple who are going to age in Seaforth. Protect Aged And while they agree that the building which houses the seniors in need of repair, the llodgerts say the town of Seaforth should have had an opportunity to fight for the construc- tion of a new facility in Seaforth rather than in Exeter. They say Seaforth should have had the oppor- tunity to protect the aged people who have been in the area for all these years. Although they haven't been involv- ed with the nursing home since 1913, the lfodgerls say their hearts still lie with the seniors. "My reaction is neutral. The facili- ty is outdated but something could've been built in Seaforth- Right now the owner is in a good position because he can work Seaforth against Exeter to get the best deal. Obviously Exeter must have given him a deal, something like free land or free taxes for a year to get him to build in Ex- eter. We have to be able to mater it." said Mr. Hodgert. ON TOUR — About 50 -adults and four busloads of students from Exeter's two elementary schools en- joyed a bus trip to view Exeter's many municipal buildings, Wednesday.
