inaugural meeting of Zurich council
the year's top priority would be a
determination to explore every

• Reporting for the recreation, parks
and community centre committee,
Councillor Robert Fisher said the
recreation deficit would be $19,297, an
amount $1,730 above the budgeted
$17,567. Unexpected expenses -of $800
fora water softener, $500 for a stand
for the new condensor and $2,000 for
electrical components not covered by
insurance when the old condensor
was replaced, and $400 for a tractor
tire, were offset by $2,000 from Minor
Athletics, $5,000 from the Zurich
Lions Club and $3.700 from insurance
after the condensor break -down.
Arena revenue was up $2,000 more
than expected, and ball diamond
revenue was $700 more than planned.
"If revenue hadn't been up, we
would have been in real trouble", La
Porte commented.
The standing committees for 1985
were announced. The reeve is .a
member of each committee except
the fire board. With the first -named
as chairman, they are: hydro and
water, Mike O'Connor and Robert
Fisher; financtl and property; Ray
McKinnon and Mike O'Connor:
Movies were shown on Monday
evening. they were "Cannonball" and
"Hawaii", two exceptionally good
movies. Discussion groups reorganiz-
ed again on Monday morning after
time out for the Holiday season. The
exercise class was filled to capacity
on Tuesday morning.
Wednesday afternoon was devoted
to cookie baking which gives the
ladies "an at Home feeling". Mr. Cliff
Alexander provided video programs
for the residents on Wednesday
evening.
Most residents look forward to the
singing session on Thursday morning
in the dining -room.
We welcomed back the Huron Hope
children on Friday morning after a
little absence during the holidays.
Residents enjoy holding the little ones
who like to be cuddled and others like
to be pushed around in strollers or
wheel chairs.
The hobby shop continues to be
very active under the supervision of
Mrs. Gladys Martin who is
substituting while Mrs. Mary Ellen
Gingerich is vacationing.
There is always a full house for the
Friday evening bingo which is follow-
ed by refreshments.

was conducted by Rev. Jim Sutton of
Exeter and - Grand Bend Anglican
churches.

Council had both good and bad news
for PUC customers. Hydro rates are
up by nine percent, as announced at
a previous meeting. Some water rates
have been increased for 1985, but
sewage charges are down. The
minimum yearly water rate for single
family dwellings goes from $99 to
$103.80, or $8.65 monthly.
Rates for small offices with water
taps only remain at $51. Larger of-
fices and businesses are still $90.

Zurich Wood Products and the beau-
ty shop are unchanged.
Metered customers such as the
hotel, bank. car wash, Laundromat
and arena will now pay 37 cents per
cubic meter, up from 32 cents. the
bowling lanes and Big Dip will rise
'ram 70 cents to 74 cents. and the Co -
Op pellet mill will now be billed at 63
cents per cubic meter instead of 61
cents. Out-of-town customers will be
charged $154. a $4 increase.
Adeqpate 1985 revenue on sewage
charges will be raised by charging 70
percent of the water bill, rather than
the previous 100 percent.
, The municipal office will be holding
open house on Friday. January 19 and
serving coffee and cookies from nine
a.m. to five p.m. to mark Local
Government week.

EXPLANATORY NOTE: BY-LAW NO. 12-1984
The explanation and purpose of this by-law is to regulate the
use of lands and the character, location, and use of buildings
and structures, and to prohibit certain buildings and structures
in various defined areas of the Township of Stephen. The zon-
ing by -low implements the Stephen Township Secondary Plan
and provides for specific land use regulations to ensure that
the policies of the Secondary Plan are realized.
Several objections were received:
1. to allow for expansion of a form operation in close proximity
to a built up area; Concession 6, Lot 9.
2. to allow for office within a residential unit in VR1 not
described under 'home occupation definition; Pian 224. Lots
29 and 30.
3. to designate certain properties to Highway Commercial from
VR1 to allow present use to conform to by -low; Concession
Lake Road East, Part Lot 2 and Concession 6. Part Lot 10.
4. to designate an undeveloped lot from AG1 to AG4 to allow
for building lot; Concession 19, Part Lot 5.
5. to change certain definitions within the area west of Highway
No. 21 within Stephen Township as follows; "public park".
"recreational residence", "Natural Envionment to include a
maple syrup evaporating facility", "rood, street or highway
(public)"; "motel".
6. to chonge certain definitions to comply with Public Health
Requirements with the Township of Stephen.
7. to designate certain property from AG4 to HC 1 because of
proximity to other such designated areas and former use of
property; concession Lake Road East, Part Lot 6.
EXPLANATORY NOTE: BY-LAW NO. 35-1984
By-law No. 35-1984 repeals and replaces several definitions
as included within By -Law 12 of 1984. These amended defini-
tions ore in response to several objection to By -Low 12 of 1984.
The amended definition of motel deletes the reference to a
tourist home; the amendment definition to recreotionol
residence includes a reference to "during all seasons". the
amended definition to road-, street or highway indicotes that
for the purpose of the by -low it shall include all roods within
a registered plan of subdivision; the omended definition of
sewage disposal facilities includes a reference to o septic tank
and tile bed disposal area.
The amendments to the by-law apply to the definitions which
apply to the entire township (where applicable).
Two objections were received to the definition of Recreation
Residence. which includes "but which is not supplied with the
full complement of municipal services".
