Zurich may get cable TV
Two firms are interested in supply-
ing Zurich with cable TV, Councillor
Isidore LaPorte informed the regular
July meeting of Zurich council. One
is the Mitchell firm which presently
serves Seaforth and Hensall, and the
_other is the Holmesville firm supply-
ing Exeter with cable TV. The com-
panies will be invited to attend the
next regular council session.
A letter from the Huron County
planning department turning down a
severance request by Bill Wagner for
property on Walnut St. precipitated a
discussion on the village's develop-
ment policies. County planner
Malcolm !McIntosh advised Zurich not
to grant severances in areas where an
extension of major services would be
required, or when proposed lots would
not front on a road of reasonable con-
struction standards.

LaPorte argued in favour of gran-
ting the severance to Wagner.
"We're losing every time we say no.
1 feel it's a disaster - there's been no
growth for the last two years, and
there'll be nothing for the next 10".
LaPorte said, adding Wagner had in-
dicated he was willing to pay part of
the cost of a road and services to the
property in question.
Reeve Bob Fisher agreed with
LaPorte's Concerns, saying only three
lots plus the subdivision were
available in the village.
Councillor Ray McKinnon pointed
out that the law states a severance
can't be approved unless lots have ac-
cess to a proper road, and clerk
Sharon Baker said Zurich's secon-
dary plan does not anticipate. that
Walnut St. will be extended, nor the
extension brought up to standards in
the near future.
LaPorte said the only solution was
to see -if the other affected property
owners would help pay for an exten-
sion of the road and 'services. This
would mean their lotsj too would be
eligible for severance and sale.
Fisher asked the Industrial and
Retail Development Committee to ar-
range a meeting among the property
owners and chief .county planner
Gary Davidson to discuss the matter.
Mrs. Baker said Bob Vair has
resigned from the committee as he is
moving to Nova Scotia. Council decid-
ed not to name a replacement for the
remaining four months of his term.
Fisher reported -Robert Westlake
had talked to him about the bankrupt-
cy of Northumberland ,General In-
surance, which had carried 50 percent
of Zurich's property insurance since
the village switched from Frank
Cowan Insurance to the ROMA In-
surance Board. The other insurer,
Scottish and York, was increasing
premiums to compensate for large
claims which had resulted in first-
quarter losses.

Fisher said Westlake had admitted
he was lobbying by asking Zurich to
reconsider where it placed its in-
surance. Westlake had noted the next
premium was not due until later in Ju-
ly, and promised one week's free
coverage if the village changed back
to Cowan, Fisher said.
Other councillors said they too had
been approached by Westlake.
Keith Westlake declared a conflict
of interest and took no part in the
discussion.
LaPorte brought up the difficulty of
finding out a company's financial
soundness. He said he would hate to
see the village lose coverage and their
premium in the next six months.
McKinnon said council had
assurances that Zurich Insurance
Company. which had taken over the
bankrupt firm, would continue the
coverage. He said the company was
thoroughly reliable, and councillors
had a responsibility to taxpayers to be
as economical as possible.
Councillor Mike O'Connor said he
concurred with McKinnon. He did not
want to "close the door" to Westlake,
but one underwriter's difficulty had
been corrected by a reputable firm,
and he saw no reason at present to
change insurers.
Council decided not to change pre-
sent insurance arrangements.
In other business, Paul Morrison, a
member of the Zurich Recreation,
Parks and Community Centre Board
and Councillor McKinnon were ap-
pointed as Zurich's representatives to
the six -municipality task force due to
meet in August to discuss uniform ice
rental rates.
Keith Westlake reported a com-
plaint about a dog that was tied up
and barked all day, and was let loose
to bother neighbours at night. Fisher
said council can take no action unless
a complaint is received in writing.
