News from United Church
Remembrance Day Stodgy
at Lucan United Churl was
recognised by the traditional
two minutes silence in
memory of men who gave
their lives in the two great
wars and in the Korean eon -
flies. The Chair's lovely an-
them, Sal of Peace, express-
ed the heart -felt prayer for all
for a world free of war.
Stuart and Lil McLellan
were at the door before the
service to greet those arriving
for worship. Mr. Brown's
story for the boys and girls
told how Tommy discovered
that God is the Best Helper in
the world. Following the
story, a large group of
children along with their
junior and adult helpers left
for Junior Congregation.
Continuing his series on Bi-
ble Promises, Mr. Brown
spoke about a promise of
God's power, given original-
ly through Moses to the tribe
of Asher in Deuteronomy
33:25, "Thy shoes shall be as
iron and brass, and as they
days, so shall they strength
be."
Remarking that this is a
timeless promise, Mr. Brown
pointed out that God promis-
ed to provide strong shoes, the
appropriate help in the rough
places of life. Most often, God
does not remove the obstacles
from our path, but rather uses
these things to help us grow.
By using the shoes He offers,
we can turn our defeats and
discouragements into vic-
tories and assurance.
Though the course of our
future Ls unknown, yet God's
promise of daily strength
covers each day He gives. Mr
Brown pointed out that the
promise of strength is not for
years, or months or weeks,
but days.
Senior choir members are
asked to note a change of
choir practice time to
Wednesdays at 7:30 p.m.
Junior choir continues to
meet Thursday at 6:30. Next
Sunday is Church Library
Sunday. Watch for book

NOTICE OF APPLICATION to. The Ontario Municipal
Board by The Corporation of the Village of Lucan
for approval of a by-law to regulate land use
passed pursuant to Section 39 of The Planning Act.
To the ratepayers of the village of Lucan and the
Township of Biddulph.
TAKE NOTICE that the Council of 'lie Corporation of the Village
of Lucan intends to apply to The Ontario Municipal Board
pursuant to the provisions of Section 39 of The Planning Act
for approval of By-law No. 15-82 passed on the 7th day of
September, 1982. A copy of the By-law is furnished herewith and
a note giving an explanation of the purpose and effect of the
by-law and stating the lands affected thereby is also furnished
herewith.
ANY PERSON INTERESTED MAY, within twenty-one (21) 'days after
the date of this notice, send by registered mail or deliver to
the Clerk of the Village of Lucan notice of objection to
approval of the said by-law or any part thereof giving details
of all or the portion of the by-law to which you object and
detailed reasons therefor, and shall indicate that if a hearing
is held the objector or an agent will attend at the hearing to
state'the objection.
ANY PERSON wishing to support the application for approval of
the by-law may within twenty-one (21) days after the date of
this notice send by registered mail or deliver to the Clerk of
the Village of Lucan notice of his support of approval of the
said by-law together with a request for notice of any hearing
that may be held giving also the name and address to which such
notice should be given.
THE ONTARIO MUNICIPAL BOARD may approve of the said by-law but
before doing so it may appoint a time and place when any
objection to the by-law will be considered. Notice of any
hearing that may be held will be given only to persons who have
filed an objection or notice of support and who have left with
or delivered to the Clerk undersigned, the address to which
notice of hearing is to be sent.
THE LAST DATE FOR FILING OBJECTIONS will be the 25th day of
November, 1982.

EXPLANATORY NOTE
By-law No.15-82 has the following purpose and effect;
The purpoee of By-law No./S-y2 is to implement the
provisions and policies of Amendment No. 3 to the
Official Plan of The Lucan Planning Area which provided
for a new approach to planning for commercial development
in the Village of Lucan. As well as providing for a
change iA cotmmercial, policies, Amendment No. 3 provides
for the establishment of two commercial zones in the -
Village'a zoning by-law; a central commercial zone and
a highway commercial zone. Accordingly, this by-law
seeks to implement this provision. .Amendment No. 3
also re -designated certain lands located along Main
Street in the northwest section of the Village for
highway commercial uses, to reflect the existing nature
of development on such lands. Accordingly, another
purpose of this by-law is to reflect the re -designation
of land as per Amendment No. 3 to the Official Plan.
The effect of By-law is several fold. First, the by-law
establishes two new zones, the Central Commercial (C1)
Zone and the Highway Commercial (C2) Zone, and corres-
ponding regulations. Second, the by-law undertakes a
number of administrative changes in keeping with the
deletion of the former Commercial (C1) Zone and with
the re -zoning of certain lands from varios zones to the
Highway Commercial (C2) Zone. Finally, the by-law
undertakes to re -zone six parcels of land to the Highway
Commercial (C2) Zone, thereby implementing the provisions
of Amendment No. 3 to the Official Plan.

the use of land and the erection and use of
buildings and other structures in the Village

THE COUNCIL OF THE CORPORATION OF THE VILLAGE OF LUCAN ENACTS
AS FOLLOWS:

THAT Section 4 to By-law No. 13-79, as amended, is
thereby further amended by deleting Section 4.1 in its
entirety and replacing it with the following:
"4.1 ESTABLISHMENT OF ZONES

For the purposes of this By-law, the Village of
Lucan is divided into the following zones, the
boundaries of which are shown on the maps hereto
annexed as Schedules "A" and "8":

One dwelling unit maximum as an accessory use
to the main permitted use.

Lucan No. 2 club was held at
the home of their leader, Mrs.
Barr. All members agreed on
the name"Early Risers" for
their club.
All members participated
in the making of deli rye
bread and zuni corn bread.
Their home activity was to
make either a loaf of potato

Finnish health bread before
the next meeting.
FIRE CALL
The Lucan Volunteer fire
department answered a call
at approximately 4:40 a.m. on
Sunday, November 7 to ex-
tinguish a truck owned by
Terry Van Arenthals which
was located west of Biddulph
School between Concessions 2
and 4.

(b) Subject to the approval of the Ontario Municipal
Board if notice of objection has been filed with
the clerk of the municipality within the time
prescribed by Ontario Regulation 78/80, as amended.
