Mission and Service was
the theme of the morning wor-
ship at Lucan United Church
Sunday. the service was
planned and conducted by the
Mission and Service Commit-
tee of Lucan-Clandeboye
Pastoral charge,and both
congregations were present -
for this occasion.
Betty Hall along with
Sharon Barnes and daughter
Charlene welcomed friends at
the door, while Sharon
Newman, a member of the M.
and S. Committee distributed
copies of the 1982 Stewardship
Magazine.
Ed Melanson conducted
worship, assisted by Gwen
Lynn who read the Scripture,
and Verna Ihbitson who told
the children's story about
Tom and Cindy who kept a
"missionary garden" to help
the work of God's Kingdom in
Korea. Mr. Brown sang a
beautiful solo, "My Tribute"
by Andrae Crouch. Ile ex-
plained that it expresses his
personal thanks to the Lord
for all His goodness.
Marj Park introduced the
morning message presented
through a film strip entitled,
"What in the world can a
Christian do?" The presenta-
tion stressed the necessity of
Christians getting involved in
a needy and hurting world.
Evangelism, Medicine,
Education, Agriculture, and
Development projects are all
aspects of Mission in which
the United Church is involved.
The United Church sends
missionaries, funds or other
help only in response to re-
quests from the overseas
churches. The long term aim
is always to assist the na-
tional church to stand on its
own feet, and United Church
missionaries go under the
'authority and as servants of
the church that requested
them.
The M. and S. fund of the
Church gives assistance also
to various Justice issues
throughout the world. It sup-
ports the World Council of
Churches Inter Church Aid
and Refugee Relief program
and seeks to influence Cana-
dian government decisions on
issues related to Justice and
Human Rights. To date, the
Pastoral Charge has raised 64
percent of its $7500 mis-
sionary objective for 1982.

NOTICE OF APPLICATION to The Ontario Municipal
Board by The Corporation of the Village of Lucan
for approval of a by-law to regulate land use
passed pursuant to Section 39 of The Planning Act.
To the ratepayers of the village of Lucan and the
Township of Biddulph.
TAKE NOTICE that the Council of The Corporation of the Village
of Lucan intends to apply to The Ontario Municipal Board ,
pursuant to the provisions of Section 39 -of The Planning Act
for approval of By-law No. 15-82 passed on the 7th day of
September, 1982.. A copy of the By-law is furnished herewith and
a note giving an explanation of the purpose and effect of the
.by-law and stating the 1 -ands affected thereby is also furnished
herewith.
ANY PERSON INTERESTED MAY, within twenty-one (21) days after
the date of this notice, send by registered mail or deliver to
the Clerk -of the Village of Lucan notice of objection to
approval of the said by-law or any part thereof giving details
of all or the portion of the by-law to which you object and
detailed reasons therefor, and shall indicate that if a hearing
is held the objector or an agent will attend at the hearing to
state the objection.
ANY PERSON wishing to support the application for approval of.
the by-law may within twenty-one (21) days after the date of
thin notice send by registered mail or deliver to the Clerk of
the Village of Lucan notice of his support of approval of -the
said by-law together with a request for notice of any hearing
that may be held giving also the name and address to which such
notice should be given.
THE ONTARIO MUNICIPAL BOARD may approve of the said by-law but
before doing so it may appoint a'time and place when any
objection to the by-law will be considered. Notice of any
hearing, that may be held will be given only to.persons who have
filed an objection or notice of support and who have left with
or delivered to the Clerk undersigned, the address to which
notice of hearing is to be sent. •

EXPLANATORY NOTE
By-law No.15-82 has the following purpose and effects
The purpose of By-law No./S-i'.Z is to implement the
provisions and policies of Amendment No. 3 to the
Official Plan of 'the Lucan Planning Area which provided
for a new approach to planning for commercial development
in the Village of Lucan. As well as providing for a
change in commercial policies, Amendment No. 3 provides
for the establishment of two comm=rcial zones in the -
Village's zoning by-law;' a central commercial zone and
a highway commercial zone. Accordingly, this.by-law
seeks to implement this provision. Amendment No. 3
also re -designated certain lands located along Main
Street in the northwestr section'of the Village for'.
highway commercial uses, to reflect the existing nature
of -development on such lands. Accordingly, another
purpose of this by-law is to reflect the re -designation
of land as per Amendment No. 3 to the Official Plan.
The effect of By-law is several fold. First, the by-law
establishes two new zones, the Central Commercial (C1)
Zone'and the'Highway Commercial (C2) Zone, and corres-
ponding regulations. Second, the by-law undertakes a
number of administrative changes in keeping with the
deletion of the former Commercial (C1) Zone and with
the re -zoning of certain lands from varios zones to the
Highway Commercial (C2) Zone. Finally, the by-law
undertakes to re -zone silt parcels of land to the Highway
Commercial (C2) Zone, thereby implementing the provisions
of Amendment No. 3 to the Official Plan.

THE COUNCIL OF THE CORPORATION OF THE VILLAGE OF LUCAN ENACTS
AS FOLLOWS:
THAT Section 4 to By-law No. 13-79, as amended, is
thereby further amended by deleting Section 4.1 in its
entirety and replacing it with the following: '
"4,1 ESTABLISIHMENT OF ZONES
For the purposes of this By-law, the Village of
Lucan is divided into the following _zones, the
boundaries of which are shown on the maps -hereto
annexed as Schedules "A" and "B":

if no objection has been filed with the clerk of
the municipality within the time prescribed by
Ontario Regulation 78/80, as amended; or,
(b) Subject to the approval of the Ontario Municipal
Board if notice of objection has been filed with
the clerk of the municipality within the time
_prescribed by Ontario Regulation 78/80, as,amended.
